The Vietnamese government is set to unveil new inspection regulations aimed at enhancing the healthcare sector. The Ministry of Health has initiated public consultations on a draft circular that seeks to modernize existing inspection practices. This initiative is designed to elevate oversight and operational efficiency across the country's medical services.
Under the proposed framework, the Minister of Health will be granted the power to implement specialized inspections as part of state management duties. Additionally, departmental heads will be authorized to evaluate organizations and individuals in line with delegated roles, while local inspections will maintain current legal guidelines.
The draft highlights the necessity for methodical planning, urging inspection units to formulate thematic inspection strategies that align with socio-economic goals and the specific needs of sector management. These strategies are to be compiled and submitted for endorsement to ensure inter-agency collaboration and to prevent repetitive inspections.
Inspection protocols will be established through competent authorities following legal standards, with teams comprising representatives from pertinent agencies. This structure is designed to guarantee transparency and responsibility in both the allocation of tasks and the execution of inspections.
Furthermore, the proposal specifies definitive guidelines regarding the duration and venues for inspections. Generally, inspections are expected to take no more than 15 days, with allowances for an additional 7 days in more intricate cases. Notifications will typically be issued to the entities under inspection, except in instances where unannounced inspections are warranted to deter possible violations.
Teams will evaluate compliance with applicable healthcare laws, scrutinize documentation, and request clarifications as needed during inspections. The approach will integrate both physical and digital methods, embodying a progressive and adaptable stance on regulatory enforcement.
The draft also proposes various avenues for determining the focus of inspections, encompassing medical services, disease management, pharmaceuticals, food safety, health insurance, and healthcare infrastructure. This all-encompassing strategy seeks to bolster governance and was designed to foster superior standards within Vietnam’s healthcare framework.
