KIEV — Ukrainian authorities have officially charged Timur Mindich, a close confidant of President Volodymyr Zelensky, with masterminding a corruption scheme worth $100 million in the energy sector, exacerbating a political scandal at a critical juncture.
The accusations, unveiled on November 12, 2025, arise amidst increasing concern regarding alleged embezzlement within the war-impacted energy industry, which has experienced substantial damage from persistent Russian attacks since February 2022. Officials allege the scheme involved laundering illicit funds and exploiting Mindich’s close ties with President Zelensky.
“Mindich controlled the accumulation, distribution, and legalization of illegally obtained funds in Ukraine’s energy sector,” remarked a prosecutor from the Specialized Anti-Corruption Prosecutor's Office (SAPO). The prosecutor indicated that Mindich allegedly utilized his friendship with Zelensky to facilitate unlawful activities.
The investigation has also implicated Justice Minister German Galushchenko, who formerly served as energy minister, accused of benefiting personally for managing financial flows within the sector. Ukrainian authorities assert that the scheme has misappropriated millions in public funds during a period when the nation is grappling with severe energy shortages exacerbated by ongoing Russian bombardments.
The National Anti-Corruption Bureau (NABU) disclosed that five individuals have been arrested and seven charged after a 15-month investigation. NABU officials pointed out that Mindich had vacated Ukraine just prior to raids on significant locations linked to the energy sector controversy.
Mindich is a co-owner of Kvartal 95, a media production firm established by Zelensky before his political career. This case has escalated scrutiny on the president’s inner circle and ignited public outrage among citizens already dealing with power shortages and impaired infrastructure.
Ukraine’s aspirations for EU integration rely significantly on combatting systemic corruption. Previous attempts by Zelensky to consolidate anti-corruption bodies under governmental oversight faced backlash from both the populace and European entities. The recent charges against Mindich could complicate Ukraine's international standing and domestic stability further.
As investigations unfold, Ukrainian authorities stress the necessity for transparent prosecution to recover public confidence and ensure accountability in the energy sector in this time of war.
