Vietnam Accelerates Cashless Payment Adoption for Digital Growth

Vietnam is making significant strides in creating a fully digital financial landscape. Deputy Prime Minister Nguyen Van Thang termed cashless payments as the “lifeblood” of the nation’s flourishing digital economy at the 2026 Digital Finance Festival in Ho Chi Minh City. He pointed out that digital payments have shifted from being a mere convenience to a crucial element in contemporary economic and social interactions.

While addressing a gathering of policymakers, banking officials, tech innovators, and finance specialists, the Deputy Prime Minister underscored how digital innovations are reshaping consumer habits and financial management techniques. He noted that advances in digital identification, connectivity, and online payment systems facilitate a financial landscape that is more transparent, efficient, and accessible to individuals and businesses alike.

As part of its National Comprehensive Financial Strategy for 2026–2030, the government has ambitious plans to ensure that 95% of citizens aged 15 and older possess transaction accounts by 2030 while aiming for cashless transactions to reach a staggering 30 times the country's GDP. Authorities are optimistic about achieving these targets, given the rapid progress observed in the financial sector to date.

Data from the State Bank of Vietnam indicates that nearly 89% of individuals aged 15 and above already hold bank accounts. By the close of 2025, the value of non-cash transactions is projected to hit 28 times the nation’s GDP, reflecting a robust public engagement with digital finance and increased trust in electronic payment systems.

Nevertheless, Nguyen Van Thang noted ongoing challenges that need to be addressed. Many rural communities still struggle to access modern financial services, while a significant number of elderly citizens and low-income populations are reluctant to adopt digital payment solutions. Additionally, concerns about cybersecurity, personal data safety, and increasingly sophisticated online fraud remain pressing issues for regulators and financial institutions.

To navigate these challenges, the government has tasked various ministries, local authorities, and financial entities to enhance the digital payment infrastructure nationwide. They are promoting the establishment of payment acceptance networks that extend to even the smallest enterprises while ensuring robust consumer protections and secure transaction systems.

The Deputy Prime Minister also participated in the inauguration of the 2026 Digital Finance Festival, a major public gathering taking place at Nguyen Hue Pedestrian Street in Ho Chi Minh City. Designed to showcase Vietnam’s digital financial prospects, the festival will highlight advanced payment solutions, fintech advancements, cybersecurity initiatives, and educational workshops aimed at empowering citizens to navigate the digital economy safely. Officials anticipate that the event will draw over 100,000 visitors, enhancing public understanding of the advantages offered by contemporary financial services.
