The Vietnamese Ministry of Construction has introduced proposed amendments to the Law on Architecture aimed at modernizing the requirements for practicing architects. This initiative is part of a broader strategy to update the legal framework and cater to evolving developmental demands.
The draft legislation seeks to enhance regulatory practices in alignment with governmental goals, including administrative streamlining, decentralization, and advancements in digital processes. Officials assert that revising this law will contribute to creating a more transparent and efficient atmosphere for architectural work.
Currently, architects, whether independent practitioners or in key positions within organizations, are required to possess a valid architectural practice certificate. The suggested changes uphold this necessity while expanding the focus to encompass professional capabilities as well.
The Ministry proposes redefined standards to ensure that those responsible for architectural design and planning possess adequate qualifications and expertise, covering areas such as building design, urban planning, and landscape architecture.
The draft also presents two potential frameworks regarding the management of architectural practice certificates. One scenario keeps the existing system under provincial authorities, while the other introduces shared responsibilities between provincial agencies and professional organizations.
An additional significant proposal relates to the enhancement of management regarding architects and firms. The government plans to implement a centralized database that will encompass all licensed professionals and organizations within the sector.
This centralized database will be incorporated into a national information system, fostering better oversight and transparency. Each architect will receive a unique identifier to facilitate tracking of credentials and professional activities.
Furthermore, the reforms emphasize the integration of digital technology into administrative functions and record-keeping. Authorities believe that this digital progression can ease procedural complexities and lessen administrative load.
