The Vietnamese government has launched updated regulations governing the organization and functioning of pre-university schools. Announced by the Ministry of Education and Training through Circular 36/2026/TT-BGDĐT, this initiative seeks to elevate educational quality for students hailing from ethnic minority and remote regions.
These pre-university institutions specialize in supporting students from underprivileged backgrounds. Their primary objective is to equip these learners for higher education while also honoring and maintaining their cultural identities.
Under the new framework, these schools will be directly governed by state authorities, with oversight from provincial administrations. This dual management structure ensures that education adheres to national standards while remaining adaptable to local contexts.
The guidelines outline the responsibilities and authority of pre-university institutions. They are tasked with developing curricula, managing student admissions, and conducting teaching, assessment, and evaluations consistent with national educational benchmarks.
