Vietnam's Finance Ministry Unveils Electronic Tax Stamp Reform

Vietnam’s Ministry of Finance is initiating a significant change in managing electronic tax stamps for alcohol and tobacco products. The proposed circular outlines a gradual transition, empowering businesses, organizations, and individuals to print their own electronic tax stamps.

Currently, the printing, issuance, and management of these tax stamps are regulated by existing circulars from the Ministry of Finance, which are set to remain intact regarding design and usage requirements, ensuring stability within the existing system.

A pivotal aspect of this proposal is moving the printing responsibility for tax stamps from government bodies to private enterprises. Presently, the Customs Department oversees stamps for imported items, while domestically produced alcohol and tobacco stamps are handled by the Tax Department.

Beginning January 1, 2027, businesses and designated entities will be allowed to print their own electronic tax stamps. This represents a crucial move towards decentralization, giving more operational authority to producers and importers.

The full implementation of this shift is slated for January 1, 2028, when businesses will be obligated to manage their printing. At that juncture, government entities will cease production and distribution of these electronic tax stamps.

Officials have stressed the need for businesses to adhere to approved formats and keep meticulous printing contracts. Furthermore, they will need to manage stamp usage diligently and relay pertinent data to regulatory bodies, ensuring transparency and compliance.

This proposed reform seeks to streamline operations, lessen administrative load, and bolster accountability within the system. Simultaneously, stringent rules will be upheld to thwart misuse, including bans on unauthorized trading, transfer, or damage of electronic stamps.
