The United States has presented specific requirements that Canada must fulfill to secure a long-term extension of the Canada-U.S.-Mexico Agreement (CUSMA). U.S. Trade Representative Jamieson Greer informed legislators that, although the agreement has significantly boosted American exports by over 50% since its inception in 2020, it lacks adequacy in vital areas and necessitates modifications prior to renewal.
One major point of contention is the request for Canada to enhance access for American dairy products, highlighting policies that restrict trade and undermine U.S. producers. Despite permitting some tariff-free imports, the U.S. dairy sector is advocating for looser limitations to expand market opportunities. Additionally, Canada's Online Streaming Act, which governs services like Netflix, Spotify, and YouTube, is facing scrutiny. The U.S. contends that existing regulations disadvantage American tech and media firms and anticipates amendments to foster a more equitable environment.
Provincial restrictions on U.S. alcoholic beverages have drastically impacted sales, particularly affecting companies like Brown-Forman. U.S. representatives are advocating for the relaxation of these bans, which they link to historical tariff battles. Other concerns on the U.S. checklist include discriminatory procurement policies in provinces such as Ontario and Quebec, as well as complicated customs registration processes. There are also issues raised regarding Alberta's regulations for U.S. energy suppliers and imbalances affecting lobster fisheries near New Brunswick and Maine that need addressing.
Greer stressed that, despite widespread support from businesses and labor organizations for the continuation of CUSMA, essential improvements are needed to ensure equitable trade and safeguard American interests. He hinted that exploring bilateral agreements with both Canada and Mexico may be an option, but he believes that resolving continental matters like critical minerals and rules of origin would benefit from trilateral collaboration.
This new stance marks a departure from the previous U.S. endorsement of CUSMA, indicating that negotiations will become more challenging. Canada is now under significant pressure to make necessary policy adjustments to prevent returning to annual reviews, which could lead to persistent trade uncertainty.
