The United States has escalated its diplomatic maneuvers at the United Nations, urging the Security Council to come together around a draft resolution designed to propel President Donald Trump’s Gaza peace initiative. This appeal arises during a precarious time for the region, as officials caution that any divisions within the Council could lead to severe repercussions for Palestinians in Gaza.
The US mission to the UN emphasized the crucial need to finalize the resolution, stating, “Attempts to create discord now—when discussions on this resolution are underway—could have dire, tangible, and entirely avoidable effects for Palestinians in Gaza.” The fragile ceasefire between Israel and Hamas was highlighted, with a call for global cooperation essential for achieving lasting peace.
In the past week, US diplomats have embarked on formal dialogues with Council members concerning the draft, which aims to build upon the newly established ceasefire in the ongoing two-year conflict between Israel and Hamas. A revised draft resolution—shared with members on Thursday—suggests creating a Board of Peace, a transitional governing entity for Gaza with a mandate lasting until 2027. This board would be theoretically chaired by Trump.
The framework additionally proposes forming a temporary International Stabilization Force (ISF) made up of member states. This multinational force would coordinate with Israel, Egypt, and newly trained Palestinian police to secure borders, facilitate demilitarization, and ensure the protection of humanitarian corridors in Gaza.
Notably, this latest draft introduces the idea of a potential Palestinian state for the first time. It states that following reforms by the Palestinian Authority and advancements in Gaza’s reconstruction, “the conditions may finally allow for a credible pathway toward Palestinian self-determination and statehood.”
The proposal also envisions the US taking the lead in fostering dialogue between Israeli and Palestinian leaders to establish what it terms a “political horizon” for peaceful coexistence.
US Secretary of State Marco Rubio expressed a positive outlook on the resolution’s prospects, informing reporters that progress on the draft has been “good” and that Council action may soon follow.
However, insiders note that several significant questions are still unresolved. Member states have raised concerns regarding:
The lack of a clear mechanism for UN oversight over the Board of Peace
Insufficient details concerning the role of the Palestinian Authority
The extent and rules governing the proposed International Stabilization Force
Despite these outstanding concerns, many Council members seem generally supportive of the fundamental framework, particularly the aim of stabilizing Gaza and preventing renewed hostilities.
As negotiations progress, the US asserts that timely action is vital to safeguard civilians and uphold the region’s fragile ceasefire. The upcoming days are set to be pivotal in assessing whether the Security Council can achieve consensus on Trump’s Gaza peace plan—one of the most ambitious diplomatic efforts currently underway on the global stage.
