UN Endorses Plan for Gaza’s Transitional Governance and Security

Post by : Raina Nasser

The United Nations Security Council has ratified a pivotal resolution establishing a transitional governance structure in Gaza while authorizing an International Stabilization Force. This resolution, initiated by the United States under President Donald Trump’s 20-point peace framework for Gaza, was accepted on November 17, 2025, with 13 members voting in favor. Notably, both Russia and China abstained from the vote, but no vetoes were cast.

This resolution mandates the international force to bolster security, assist in managing borders, coordinate humanitarian aid, and collaborate closely with Egypt, Israel, and a vetted Palestinian police contingent. Additionally, it delineates a “credible pathway” for Palestinian self-determination and eventual statehood, contingent on the successful implementation of governance reforms and rebuilding efforts in Gaza.

Events Leading to the Decision

The Security Council convened in New York on Monday to deliberate the US-proposed resolution. It provides a framework for an international presence designed to maintain stability in Gaza and to help ensure the fragile ceasefire between Israel and Hamas is upheld. Key aspects include steps toward demilitarization and the planned withdrawal of Israeli forces according to established security benchmarks and timelines.

Location and Outcome

  • Venue: UN Security Council Headquarters

  • Date: November 17, 2025

  • Outcome: Resolution passed 13–0 with abstentions from Russia and China

Key Elements of the Resolution

The resolution encompasses:

  • A transitional administration for Gaza

  • An International Stabilization Force empowered to utilize necessary measures

  • Support for border security and humanitarian tasks

  • A framework for the demilitarization of non-state armed factions

  • A procedural roadmap for the eventual withdrawal of Israeli forces

  • A diplomatic foundation for Palestinian self-determination, contingent on reforms within their authority

The resolution signals that conditions may now be ripe for a “credible pathway” towards Palestinian statehood, once administrative, security, and reconstruction criteria are fulfilled.

Responses and Perspectives

Hamas Reaction

Hamas has denounced the resolution, arguing it fails to respect the political and humanitarian rights of Palestinians, asserting that it sets up an international trusteeship over Gaza. The group criticized the disarmament requirement, viewing it as positioning the international force as a “participant in the conflict.”

US Position

The US Ambassador to the UN described the vote as a crucial advancement towards long-term stability in Gaza while fostering prospects for peace and safety for both Israelis and Palestinians.

Algerian Perspective

The Algerian envoy expressed appreciation for the ceasefire efforts but insisted that true peace cannot be attained without justice and the establishment of a sovereign Palestinian state.

Israel’s Stance

Israel’s Prime Minister voiced strong objection to any mentions of Palestinian statehood, reiterating a commitment to fully demilitarizing Gaza. The country’s National Security Minister also lambasted the resolution, expressing opposition to international recognition of Palestinian statehood.

Presidential Commentary from the US

President Trump remarked that an international board overseeing Gaza’s transitional period would incorporate global leaders, expressing gratitude to various nations—such as Qatar, Egypt, the UAE, Saudi Arabia, Indonesia, Turkey, and Jordan—for their backing of the initiative.

Expert and Analyst Insights

A number of regional and global analysts highlighted that while the resolution alters administrative governance, it does not fully address long-term sovereignty issues or humanitarian needs. Some commentators assert that this measure preserves significant US and Israeli influence over Gaza’s future.

Despite a ceasefire since October 10, reports of airstrikes and restricted humanitarian access continue in Gaza, highlighting the urgent need for aid, rebuilding, and a political solution to longstanding governance, security, and self-determination challenges.
