In a landmark move, the UAE Government has enacted a Federal Decree-Law to establish the National Media Authority, signifying a transformative shift in the nation’s media framework. This Authority will function as a federal entity under the direction of the UAE Cabinet, focusing on harmonizing national media objectives, refining communication tactics, and bolstering the UAE's image on the international stage.
Elimination of Duplicates
Per the new law, the National Media Authority will inherit the functions and responsibilities of three existing organizations:
UAE Media Council
National Media Office
Emirates News Agency (WAM)
This transition includes assuming their rights, obligations, ongoing contracts, and agreements. The UAE aims to create an efficient, integrated media direction throughout the nation by merging these entities into a single authority.
Core Responsibilities
The Decree-Law delineates several critical roles for the Authority:
Crafting strategic media initiatives and messaging for the UAE
Synchronizing policies between federal and local media organizations
Advancing the national media sector
Enhancing the UAE's global media reputation
The Authority is tasked with ensuring a unified voice for the UAE, enhancing its credibility both domestically and internationally, particularly on pivotal national matters.
Regulation and Oversight of Media
Another primary function for the Authority is the regulation of media outlets. It will devise guidelines and standards for licensing and overseeing:
Traditional media
Digital platforms
Publishing services
Media organizations in free zones
The Authority will also ensure compliance with national regulations and consistently monitor various types of content to maintain accuracy and safety aligned with UAE standards.
Promoting Content Standards
Collaborating with governmental bodies, the Authority will establish national content standards covering news, publishing, broadcasting, and digital output, emphasizing responsibility and factual reporting while enhancing the UAE’s image globally.
Additionally, it will manage the overarching media narrative, ensuring that communications resonate with the UAE’s values and ambitions.
Crisis Management and Misinformation Control
In today's information-driven society, the Authority will be pivotal in managing media crises and counteracting misinformation.
Early detection of media crises
Addressing harmful or misleading information

This involves adapting rapid-response mechanisms to address misinformation and mitigate confusion during sensitive periods.
Transforming WAM
The Authority will also focus on revamping the Emirates News Agency (WAM), aiming to:
Fortify WAM as the official news distribution platform
Broaden WAM's translation and broadcasting capabilities
Establish a network of global correspondents
These measures are anticipated to elevate WAM’s status as a trusted multilingual news source on UAE affairs.
Media Training Initiatives
A vital responsibility will be nurturing media talent. The Authority will:
Cultivate national expertise in media
Enhance skills for journalists and news personnel
Promote multilingual media services
Through targeted development, the UAE aspires to build a competent media workforce that meets future demands.
International Representation
The Authority will also engage in international and diplomatic responsibilities, such as:
Registering foreign media representatives
Leading media delegations internationally
Participant in global media discussions
These endeavors will occur under Cabinet supervision and in collaboration with governmental partners.
Governance Framework
The Decree-Law outlines a structured governance format for the Authority, which includes:
A designated head with specific authority
A deputy head position
A Cabinet-appointed board of trustees
A secretary-general for policy enforcement
This framework ensures accountability and proper leadership within the Authority.
Possibility of Business Ventures
The Authority may also create or invest in limited liability companies, subject to Cabinet approval, paving the way for partnerships, media innovations, and investment opportunities.
