The UAE made a significant impact at the international climate gathering as Dr. Amna bint Abdullah Al Dahak, Minister of Climate Change and Environment, headed the country’s delegation at the Belém Climate Summit held in Brazil from 6–7 November 2025. Accompanied by Razan Khalifa Al Mubarak, Special Envoy of the Minister of Foreign Affairs for Nature, the delegation demonstrated the nation’s foremost commitment to overcoming climate challenges.
Convoked in the lush landscapes of the Brazilian Amazon by President Luiz Inácio Lula da Silva, the summit attracted world leaders, ministers, and representatives from global organizations. The discussions centered on expediting energy transitions, safeguarding forests, and fostering transparency in climate actions.
UAE Reinforces Transparency and Ambitious Standards
In her inaugural speech, Dr. Al Dahak emphasized the UAE's commitment to transparency, revealing plans to expand reporting frameworks to encompass all six greenhouse gases. This initiative bolsters the UAE’s capacity to assess and address climate impacts effectively. She outlined national projects that include renewable energy, progressive agriculture practices, food security enhancements, and eco-friendly infrastructure, establishing the UAE as a prototype for global sustainability.
The minister encouraged nations to set more ambitious targets within their Nationally Determined Contributions (NDCs), advocating for the adoption of recognized adaptation indicators to facilitate transparent progress assessment.
Nature Conservation Takes Prominence
Razan Khalifa Al Mubarak showcased the UAE's dedication to nature-based solutions during the introduction of the Tropical Forests Forever Facility (TFFF). As an early supporter and interim committee member, the UAE pledged to assist tropical forest nations and rally partners towards the goal of halting deforestation by 2030, aligning with the objectives set forth in COP28 UAE Consensus. “Protecting our tropical forests is crucial for the climate and the future of our planet,” she remarked.
Energy Transition: A Strategic Priority
During a dedicated session on “Energy Transition,” Dr. Al Dahak highlighted the necessity of a global pivot to renewable energy, emphasizing universal access and security. She reaffirmed the UAE’s commitment to global climate efforts and the 1.5°C target, championing initiatives aimed at tripling the world's renewable energy output by 2030.
The Belém Summit, positioned as a precursor to COP30, facilitated discussions among global leaders on urgent climate actions, updated NDCs, and commitments on financing previously established at COP29. The UAE’s engagement underscored its pivotal role in shaping international climate policy and promoting sustainable solutions for future generations.
