UAE and Montenegro Initiate Collaborative Executive Leadership Initiative

The UAE and Montenegro have launched the Montenegro Executive Leadership Programme to foster development within their governmental frameworks. This initiative intends to train 23 senior Montenegrin officials, equipping them with contemporary tools, global insights, and practical skills necessary for navigating challenges and spearheading reform in their respective bodies. This collaboration aids both nations in sharing governmental practices and enhancing leadership capabilities that promote innovation, partnership, and sustainable advancements in Montenegro's public sector.

Developed in collaboration with Hamdan Bin Mohammed Smart University and various UAE governmental entities, the programme includes field trips, workshops, and engagements with 19 Emirati experts. It concentrates on six critical themes: financial management, tourism, public safety, cybersecurity, digital transformation, and leadership competencies. Notable partners from the UAE include Dubai College of Tourism, the National Emergency Crisis and Disaster Management Authority, and the UAE Cyber Security Council.

The participants comprise high-ranking officials, including ambassadors, advisers, and executive leaders. The programme uniquely blends online instruction with practical initiatives to provide comprehensive learning experiences. Abdulla Nasser Lootah emphasized the importance of ongoing education for cultivating proficient governmental leaders geared towards future governance. He highlighted that this programme enhances UAE-Montenegro cooperation through knowledge sharing and exemplary practices. A strategic partnership was established at the World Governments Summit 2025, aimed at exchanging effective governmental models. Since 2018, the UAE’s Government Experience Exchange Programme has aided numerous nations by disseminating expertise in strategic planning, service improvements, and institutional growth.
