TA’ZIZ, the ADNOC–ADQ industrial joint venture, has awarded an AED7.34 billion ($1.99 billion) engineering, procurement and construction contract to China National Chemical Engineering & Construction Corporation Seven, Ltd. (CC7). The agreement will deliver the UAE’s first integrated single-site PVC production complex in Ruwais, placing the facility among the largest PVC sites globally.
Strategic industrial milestone
The Ruwais complex is designed to produce 1.9 million tonnes per year of PVC alongside ethylene dichloride (EDC), vinyl chloride monomer (VCM) and caustic soda. These outputs underpin critical sectors such as construction, packaging, infrastructure and healthcare, serving both domestic consumption and export markets.
The plant is a central element of TA’ZIZ’s Phase 1 portfolio, which targets 4.7 million tonnes per annum of chemical capacity. In tandem with recent ammonia and methanol facility awards, the project strengthens the UAE’s role as a major chemical manufacturer within the GCC.
Economic scale and employment effects
Beyond raw production, the PVC facility is expected to catalyse downstream manufacturing and new industrial value chains across the UAE. Projections indicate about 6,000 permanent roles and roughly 20,000 construction jobs during development. Output volumes could translate into water piping for some 10 million homes yearly or the manufacture of more than 100 billion credit cards each year.
Shaping the industrial landscape
TA’ZIZ estimates that Phase 1 will contribute around AED183 billion ($50 billion) to the national economy, reinforcing industrial resilience and the drive to localise key chemical production. The project is also positioned to attract further high-value investment in the sector and support long-term economic diversification.
With completion scheduled for late 2028, the Ruwais PVC complex is set to be a strategic, large-scale addition to the UAE’s chemical industry, combining significant capacity with broad economic impact.
