In a noteworthy advancement towards nuclear energy readiness, Singapore has formalized a training agreement with the United States, indicating a strategic shift in its evolving energy landscape. This initiative concentrates on developing regulatory frameworks and safety expertise as the nation contemplates nuclear power as a viable low-carbon energy alternative.
The contract was established between Singapore's National Environment Agency (NEA) and the US Nuclear Regulatory Commission (US NRC), launching a two-year training initiative for personnel within Singapore's Nuclear Safety Division. Its core objective is to bolster technical acumen in critical domains, including reactor regulation, safety reviews, inspection methodologies, and probabilistic risk assessment.
This agreement was ratified during a prominent international nuclear safety conference held by the International Atomic Energy Agency (IAEA) in Vienna, showcasing a commitment to global collaboration regarding nuclear governance and safety protocols.
While Singapore has yet to affirm a commitment to nuclear energy adoption, it is progressively enhancing its institutional readiness. Given the limited land available for renewable energy development, the nation is investigating advanced nuclear technologies, such as small modular reactors (SMRs), as potential solutions to achieve climate objectives and secure energy sustainability.
This move builds on the earlier US-Singapore “123 Agreement” established in 2024, which enabled collaborative efforts in civil nuclear technology, research, and knowledge exchange. The partnership has already yielded fruitful technical collaborations and capacity-building initiatives between both countries.
Additionally, Singapore is focused on cultivating local expertise. The Singapore Nuclear Research and Safety Institute, launched at the National University of Singapore in 2025, is designed to nurture a new generation of nuclear experts by 2030. Furthermore, the NEA has initiated several studies aimed at assessing environmental impacts, safety measures, and global best practices for the potential deployment of nuclear energy.
As the demand for energy escalates globally and climate commitments grow increasingly pressing, Singapore's measured yet strategic stance represents a significant trend among countries aiming to explore nuclear energy as a clean and dependable power source.
