Mexico’s President Claudia Sheinbaum is locked in a high-stakes confrontation with one of the country’s richest businessmen, Ricardo Salinas Pliego. The dispute, centered on a $4 billion tax claim, is testing the president’s authority and the limits of her government’s tax enforcement powers.

The government is also pursuing $16 billion from Samsung over alleged misuse of export incentives. These measures have generated criticism from business groups, including the U.S. Chamber of Commerce, which has called Mexico’s tax enforcement aggressive and inconsistent.

Political analysts warn that Sheinbaum faces a delicate balancing act. On one hand, she must assert the government’s authority and enforce tax laws; on the other, Salinas’ popularity and the protests he channels risk undermining her support.
