UAE Federal National Council Session Opens Under Sheikh Mohammed's Leadership

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Dubai's Ruler, is set to formally inaugurate the third ordinary session of the 18th legislative chapter of the Federal National Council (FNC) on Monday, 24 November 2025. This significant event is convened on behalf of His Highness Sheikh Mohamed bin Zayed Al Nahyan, the President of the UAE.

The session will occur in the capital, with attendance from prominent leaders such as Their Highnesses the Crown Princes, Deputy Rulers, senior military and civil officials, along with members of the diplomatic community. Prior to the session, Sheikh Mohammed will engage with His Excellency Saqr Ghobash, the Speaker of the Federal National Council.

This assembly is convened under Federal Decree No. (151) of 2025, issued by the President of the UAE, which officially signals the opening of the third ordinary session of the 18th legislative chapter of the FNC. The decree will also be published in the Official Gazette, with the Speaker responsible for its implementation.

The proceedings will commence with the election of two observers and the reformation of standing committees, aligning with the Council's internal regulations, customary at the start of each annual session and the first and third sessions of each legislative term. These observers are vital for providing oversight, while standing committees address various pressing matters.

Furthermore, the Council will officially conclude the second ordinary session of the 18th legislative chapter by reviewing Federal Decree No. (73) of 2025. Members will also revisit earlier communications sent to the Government regarding different policy discussions and receive progress updates on vital topics approved for deliberation.

A key agenda item includes the examination of a draft federal law that aligns the Union's general budget with budgets of independent federal bodies for the year 2026. This draft law has been entrusted to the Financial, Economic and Industrial Affairs Committee for in-depth analysis.

The Federal National Council is pivotal in assessing laws, monitoring government policies, and representing the interests of the UAE's citizens. This upcoming session underscores the nation’s commitment to enhancing governance and advancing national development.

Inaugurating this session demonstrates the UAE’s dedication to transparency, dialogue, and ongoing progress as the nation aims for its future objectives.
