During the US government shutdown in September, commercial flights were grounded, leading security officials to organize an exceptional 416-mile road trip for External Affairs Minister S. Jaishankar. This unique journey ensured his timely arrival in New York for a significant meeting with UN Secretary-General Antonio Guterres.
A recent report by the US State Department’s Diplomatic Security Service highlighted that the shutdown halted all air travel, making road transport the sole option available. The mission involved 27 security personnel from various units, notably the Diplomatic Security Service’s Dignitary Protection Division, coordinating the movement effectively.
The motorcade commenced at the Lewiston–Queenston Bridge on the US-Canada border, where officials from Canada transferred the minister to US agents. The subsequent seven-hour drive through upstate New York was meticulously planned, anticipating potential winter weather hazards such as icy conditions and limited visibility. Drivers were rotated to ensure continuous safety and operational efficiency.
During the voyage, the security team faced a moment of concern when an explosive detection dog from a sheriff’s office alerted to the armored vehicle. After thorough inspections showed no immediate threat, the journey continued uninterrupted.
Once they reached New York City, a security agent encountered a woman severely hurt in a hit-and-run incident. The agent provided swift assistance and liaised with local police and fire services to facilitate necessary emergency help. Fortunately, this incident did not impact the minister's security or schedule.
The intricate planning included collaboration with India's UN mission, the Royal Canadian Mounted Police, and US border authorities, ensuring seamless transitions at the border. The US State Department confirmed that this operation successfully enabled the minister's participation in the UN meeting despite the government shutdown's hurdles.
The Diplomatic Security Service, part of the State Department, is responsible for safeguarding American diplomats and foreign dignitaries, underscoring their pivotal role in this significant security endeavor.
