Japan is currently experiencing a historic upsurge in bear attacks throughout 2025, leading to 13 deaths and more than 100 injuries since April. Incidents have shifted from secluded forests to urban areas including homes and supermarkets, driven by a growing bear population and food scarcity from a poor acorn harvest.
Residents in northern regions are adopting innovative safety measures, such as attaching bells to their bags to alert bears, as official warnings are disseminated across affected zones. Local hunter Kakeru Matsuhashi articulated a growing sense of fear among the community due to the frequency of these encounters.
Notably, the Akita prefecture has become a hotspot for these encounters, recalling a 2023 incident where a bear jumped from a garage and injured 68-year-old Keiji Minatoya. Authorities have mobilized troops to aid in the trapping and hunting of bears, and riot police have been authorized to carry rifles.
Experts point to a rapid growth in bear populations over the last few decades as a primary factor in the escalating crisis. Japan's brown bear numbers have surged to approximately 12,000, while about 42,000 Asian black bears are now found on Honshu island. Coupled with poor acorn crops and rural depopulation, these factors are pushing bears closer to populated areas.
Dr. Hajime Nakae from Akita University Hospital, who attends to bear attack victims, highlighted that bears are now exhibiting aggressive behavior towards humans, a marked change likely resulting from frequent interactions. Researchers advocate for “thorough culling” to mitigate risks, though a decline in hunters presents additional difficulties for control efforts.
Government measures for population control have yielded temporary success, with over 4,200 bears culled between April and September 2025, over 1,000 of which were in Akita alone. While experts anticipate some relief during the forthcoming hibernation period, the risk may rise again next year if populations remain unchecked.
This escalating bear crisis in Japan reveals a pressing need for comprehensive wildlife management and public safety strategies, balancing ecological conservation with human safety.
