Lima – In a notable escalation of diplomatic tensions, Peru’s Congress has officially branded Mexican President Claudia Sheinbaum as persona non grata. This decision was catalyzed by Mexico’s recent asylum offer to former Peruvian Prime Minister Betssy Chávez, who is currently facing serious charges linked to a 2022 coup attempt.
The resolution was approved by a vote of 63-33 in Congress, demonstrating Peru’s substantial discontent with Mexico’s actions. Chávez, who has consistently denied any involvement in ousted President Pedro Castillo’s initiative to dissolve Congress, is presently seeking refuge in the Mexican embassy situated in Lima. Prosecutors are pursuing a 25-year sentence against her, following her imprisonment in June 2023 and subsequent release on bail in September.
Furthermore, Peruvian lawmakers have leveled accusations against President Sheinbaum, alleging her close affiliations with drug trafficking, though no supporting evidence has emerged. This action follows Peru's recent severing of diplomatic ties with Mexico, intensifying the already strained relations.
Peru’s Foreign Minister Hugo de Zela remarked that legal authorities are presently scrutinizing the 1954 Caracas Convention regarding diplomatic asylum, which Mexico has cited in its justification for Chávez’s asylum. De Zela criticized Mexico for allegedly portraying those involved in the coup attempt as victims and claimed interference from both current and former Mexican leaders in domestic Peruvian matters.
Mexico, on its part, asserts that the asylum granted to Chávez is in accordance with international law, firmly rejecting Peru’s allegations of unfriendly conduct. The roots of this diplomatic discord can be traced back to 2022, when Lima expelled the Mexican ambassador after asylum was granted to Castillo’s family following his arrest.
The classification of Sheinbaum as persona non grata marks a further deterioration in Latin American diplomatic relations, showcasing the complicated dynamics between internal political dilemmas and international foreign policy. Analysts indicate that these developments may carry broader consequences for regional solidarity and bilateral agreements between Mexico and Peru.
As this situation continues to evolve, both nations confront a daunting challenge in reconstructing diplomatic dialogue, all while balancing domestic political pressures and global scrutiny.
