Panama Declares US Military Exercises Not Aimed at Venezuela

Panama has categorically rejected allegations that the recent US military drills conducted on its soil are a tactic aimed at Venezuela. President Jose Raul Mulino emphasized that the US military presence in Panama is completely lawful and does not signify any aggression towards neighboring countries.

This assertion follows growing tensions in the region, as Venezuela claims that the US's military maneuvers in Latin America are intended to destabilize President Nicolás Maduro’s government.

Debate Surrounding US Exercises

This year, US military units engaged in a series of survival and combat exercises in Panama’s dense Darién jungle, bordering Colombia, as well as at a police base on the Caribbean coast. These operations were part of broader US military initiatives in the Caribbean and Pacific, officially targeting drug trafficking.

Venezuelan authorities, however, contend that these activities are part of a hidden agenda to weaken their regime, accusing the US of cloaking military presence under the guise of anti-drug operations.

The Panamanian government has dismissed these claims as unfounded.

“Panama is not making its territory available for any hostile operations against Venezuela or any other nation,” President Mulino asserted, reiterating that all military actions are conducted within legal parameters.

Examination of Security Agreement

The exercises were sanctioned under a bilateral security agreement signed in April, which permits US forces—only with Panama's consent—to utilize air and naval bases for training for a renewable term of three years.

This agreement has sparked protests in Panama, where the memory of the 1989 US invasion to oust Manuel Noriega remains sensitive. Detractors claim foreign military presence could undermine national sovereignty.

Escalation in Controversy Over US Military Actions

The regional discourse has become more heated due to US strikes on suspected drug-trafficking vessels, which have led to at least 76 fatalities since September.

Advocates for human rights assert these assaults may contravene international law, particularly as the US has failed to provide evidence linking the deceased to drug smuggling.

Nevertheless, Panama insists that US military operations within its borders adhere to international agreements and do not threaten neighboring nations.

President Mulino Affirms National Control

Responding to national apprehensions, President Mulino assured that Panama retains complete authority over its territory and military policy.

“There is no unauthorized military presence in Panama,” he stressed.

This statement seeks to alleviate rising political tension as regional nations navigate increased scrutiny of US military presence in Latin America.
