In a pivotal move, President Asif Ali Zardari of Pakistan has formally signed into law three significant military amendment bills, following their approval by parliament earlier this week. The bills – namely the Pakistan Army (Amendment) Bill 2025, Pakistan Air Force (Amendment) Bill 2025, and Pakistan Navy (Amendment) Bill 2025 – represent a transformational shift in the hierarchy of the nation’s armed forces.
Official communications from the Pakistan People's Party (PPP) confirmed that the president granted approval on the guidance of Prime Minister Shehbaz Sharif, instigating changes that promise considerable ramifications for military leadership and operational directive.
Significant Changes in Army Leadership
The Pakistan Army (Amendment) Bill introduces a landmark reform: the Chief of Army Staff (COAS) will also take on the role of Chief of Defence Forces (CDF) for a consecutive five-year term. This tenure for Field Marshal Munir will be reinitiated from the date of the new notification's issuance.
Article 243 provisions applicable to a Field Marshal will now be extended to a General assuming this dual position. The federal authority may permit the Vice Chief or Deputy Chief of Army Staff to exercise the powers of COAS via written directives issued on the recommendation of the CDF. The COAS’ term is deemed to have resumed from the date the dual office notification is formally released.
The CDF will now be responsible for overseeing integrated operations, restructuring efforts, and joint collaboration among the Army, Navy, and Air Force. Furthermore, the legislation dissolves the position of Chairman Joint Chiefs of Staff Committee (CJCSC) and replaces it with the Commander of the National Strategic Command. This commander will be appointed by the prime minister from current Army generals for a three-year period, with the potential for extensions based on national security needs, and such appointments will be beyond legal contest.
Revisions in Air Force and Navy
The Pakistan Air Force (Amendment) Bill revokes sections from the 1953 PAF Act that previously allowed the Air Force chief to hold the CJCSC position, removing clauses on tenure, extensions, and retirement related to this role. Similarly, the Pakistan Navy (Amendment) Bill eliminates provisions concerning the Naval Chief’s role in CJCSC, as well as related references throughout the legislation.
Consequences and Importance
These legislative changes herald a vital reorganization of Pakistan’s military command, amalgamating leadership authority and establishing a clearer command structure. Analysts suggest that this reshaping boosts joint operational capabilities and signals a transition towards a more integrated and modern approach to national defense.
The dissolution of the CJCSC position and the augmentation of the CDF’s authority may also improve decision-making processes in security matters, enhancing coordination across Pakistan's military divisions.
Experts assert that while these reforms centralize command, their aim is to foster accountability and operational efficiency, positioning the armed forces to better tackle the intricate security challenges prevalent in the region.
