The Motion Picture Association (MPA) has dispatched a cease-and-desist letter to Meta, asserting the company improperly tied Instagram’s new teen-focused filters to the PG-13 movie rating. The letter, dated October 28, was addressed to Meta’s Chief Legal Officer, Jennifer Newstead.
In its communication, the MPA said Meta’s suggestion that its moderation approach mirrors PG-13 standards is “literally false and highly misleading.” The association stressed that film ratings are produced through a curated, consensus-based review process, a method it says differs fundamentally from automated content-filtering systems used by social platforms.
Meta announced last month that it would restrict what users under 18 can view on Instagram, stating the change was inspired by the PG-13 classification and intended to give parents greater confidence about their children’s online exposure.
The MPA reminded Meta that PG-13 is a registered certification mark and warned that unauthorized association could undermine public trust in the established rating framework. The association demanded that Meta cease referencing PG-13 in connection with its youth safety tools and requested a reply by November 3.
A Meta spokesperson responded that the company never claimed a formal partnership with the MPA nor that Instagram content had been officially rated. "Our systems are aimed at protecting teens, not replicating a film ratings process," the spokesperson said, while also expressing a willingness to engage with the MPA to resolve the issue.
Meta has been enhancing safety controls across its services for younger users amid criticism and legal challenges alleging insufficient protection from harmful content. Among recent changes are tools that allow parents to block private conversations between teenagers and AI-driven characters.
The dispute highlights increasing regulatory and industry scrutiny of tech platforms’ approaches to youth protection and the complex boundary between platform-led moderation and the entertainment sector’s established rating mechanisms.
