In a significant move aimed at bolstering environmental stewardship, Malaysia has mandated the installation of Recycling Facilities (FPS) in shopping malls nationwide. This new initiative, approved during a Cabinet meeting, links the approval and renewal of business premises licences to the establishment of these facilities by local authorities.
The Ministry of Housing and Local Government (KPKT) plans to implement this policy in phases starting this month. The initial phase will include engagement sessions and awareness campaigns to encourage shopping mall operators to participate voluntarily. Subsequently, pilot projects will be set up in selected local authority areas to test the implementation strategy prior to full enforcement across the country.
This action is part of a larger national strategy aimed at enhancing solid waste management and propelling Malaysia toward a sustainable circular economy. By making recycling facilities available in high-traffic public venues, authorities aim to make recycling more accessible for the general public.
With more than 39,000 tonnes of solid waste generated daily, Malaysia faces pressing challenges in waste management. Officials believe that installing dedicated recycling infrastructures in shopping malls will boost recycling rates, support Extended Producer Responsibility initiatives, and lessen dependence on landfills.
Housing and Local Government Minister Nga Kor Ming highlighted that shopping malls are popular public spaces, making them ideal for promoting responsible waste disposal behaviors. He reiterated the government’s commitment to increasing environmental consciousness and nurturing sustainable practices among Malaysians.
The initiative is set to create positive outcomes for local communities, shopping mall stakeholders, and local governments. Enhanced collection of recyclable materials, precise recycling data, and increased active public participation are anticipated to elevate national recycling rates and strengthen urban sustainability metrics.
Besides environmental benefits, the new recycling facilities will support trash-to-cash initiatives that can assist residents in earning income from recyclables. Authorities envision that this strategy will contribute to a greener economy while fostering responsible consumption and waste management habits.
For effective implementation, KPKT will work closely with state authorities, local councils, mall operators, and pertinent agencies to formulate standardized guidelines. The ministry has urged all stakeholders to collaborate for a successful rollout, advancing Malaysia’s goal of a cleaner, greener, and more sustainable future in line with the Malaysia Madani agenda.
