Kyivstar Unveils First Starlink Direct-to-Cell Service in Europe

Kyivstar, Ukraine’s prominent mobile operator, has reached a significant milestone by introducing Europe’s inaugural direct-to-cell satellite service powered by Starlink. This initiative aims to ensure that millions of Ukrainians can maintain connectivity throughout extensive blackouts and amid the devastation inflicted by the ongoing conflict.

On November 25, 2025, Kyivstar officially launched its direct-to-cell satellite capabilities. Utilizing innovative technology, this service connects standard 4G smartphones directly to satellites, enabling users to send SMS messages even when conventional mobile networks are compromised. With approximately 22.5 million mobile users, Kyivstar initially offers SMS functionality and plans to roll out voice calls and data services in the coming year.

This new offering addresses a pressing need in Ukraine, as the war with Russia has led to frequent attacks on the nation’s power grid and communication infrastructure. Currently, over 50,000 Starlink terminals are employed in Ukraine, playing a pivotal role in military communications and internet access throughout the nation.

This launch is a product of collaboration between Starlink, the satellite service by Elon Musk, and Veon, the parent company of Kyivstar. CEO Oleksandr Komarov emphasized that this service would greatly bolster network resilience, ensuring safety through connectivity.

Additionally, Kyivstar has enhanced its infrastructure by implementing backup batteries and generators, which provide over 10 hours of uninterrupted power during outages, ensuring the network remains functional even amidst electricity shortages.
