India Imposes Sanchar Saathi App Preloading on New Smartphones

The Indian government has mandated that smartphone manufacturers such as Apple, Samsung, and Xiaomi preload a new application called Sanchar Saathi (Communication Partner) on all newly released devices within a 90-day timeframe. This directive also necessitates pushing the app to existing smartphones via software updates, with users unable to disable it.

Officials state that the purpose of the app is to monitor and block stolen phones, thereby preventing potential misuse. Communications Minister Jyotiraditya M. Scindia remarked in parliament, “We are open to modifying the order based on public feedback.”

This initiative has sparked significant backlash. Congress leader Randeep Singh Surjewala challenged the legal basis for imposing a non-removable app, advocating for a parliamentary discussion on privacy and security implications. He expressed concern over the potential for backdoors in a mandatory app that could jeopardize user data and privacy.

Reports indicate that Apple may refuse compliance, citing global privacy and security issues with its iOS platform. Experts point out that India’s default app mandate is uncommon, with Russia previously ordering a state-endorsed messaging app to be pre-installed on devices earlier this year.

The matter has incited extensive public dialogue, with lawmakers and privacy activists weighing its advantages and disadvantages. Critics emphasize worries regarding surveillance, invasion of privacy, and implications for individual freedoms in the long run.

Amid this controversy, downloads of Sanchar Saathi surged by 13% on Monday, with market data indicating 78,000 daily downloads, a notable increase from the prior day.

This situation marks the second significant privacy discussion during Prime Minister Narendra Modi's term, echoing 2020's debates surrounding a COVID-19 contact-tracing app whose mandatory installation for workers was later relaxed following privacy outcry.
