India Condemns Pakistan's Leadership in UN Taliban Sanctions, Urges Clarity

New Delhi/New York: India has voiced its concerns regarding Pakistan's leadership in significant United Nations committees, cautioning that countries with vested interests should not oversee the panels responsible for sanctions and counter-terrorism. The comments were made by India’s Permanent Representative to the UN, P. Harish, during a Security Council debate on Friday.

“Members of the Council must not chair committees if they have clear conflicts of interest,” Harish stated, emphasizing that “such conflicts have no place in the Council.” Although he refrained from naming Pakistan directly, his remarks pointedly referred to the nation's role as chair of the Security Council’s Taliban sanctions committee and co-chair of the counter-terrorism panel.

The 1988 committee, established under UN resolution 1988, is responsible for implementing travel bans on Taliban affiliates and limiting the mobility of individuals associated with the group. India has consistently expressed frustration over delays in providing necessary travel waivers, notably for Afghanistan’s Foreign Minister Amir Khan Muttaqi, who faced bureaucratic challenges during his intended visit to India last month.

India highlighted that Pakistan’s appointment in the counter-terrorism committee raises concerns given its history of sheltering terrorist organizations and individuals sanctioned by the UN. Harish called for a more transparent and timely method in choosing chairs and pen-holders—Council members assigned vital responsibilities for specific countries and matters.

“Increased transparency in the operations of subsidiary bodies is essential. Decisions regarding sanction listings or rejections against terrorists are often made in secrecy, leaving member states outside the Council uninformed,” he remarked. India has repeatedly criticized China’s obstruction of measures to sanction leaders of Lashkar-e-Taiba and Jaish-e-Mohammed through the 1267 committee, which addresses counter-terrorism linked to Al-Qaeda and the Islamic State.

Harish also advocated for a reassessment of UN peacekeeping missions that have lost efficacy, using the UN Military Observer Group in Kashmir (UNMOGIP) as an example. He proposed the introduction of sunset clauses to avoid resource waste and to ensure peacekeeping mandates fulfill their intended roles rather than serving narrow political motives.

The diplomat’s statements underline New Delhi’s call for reforms in UN protocols and enhanced accountability, particularly within committees managing terrorism and international security. India’s appeal comes amid rising global scrutiny for transparency and impartiality in international actions.
