ICRC Announces Job Cuts Amid $2.23B Budget Reduction in 2026

In a significant move, the International Committee of the Red Cross (ICRC) has unveiled plans to reduce its budget for 2026 by 17%, totaling 1.8 billion Swiss francs (approximately $2.23 billion). This reduction will entail the elimination of 2,900 jobs globally, reflecting escalating pressures on humanitarian aid resources as donor nations shift focus towards increased defense spending in light of ongoing global conflicts.

Based in Geneva, the ICRC provides humanitarian assistance across more than 90 countries, responding to crises with services such as emergency aid, prisoner visits, and mediation in conflicts. Notably, the organization has recently played a critical role in transferring hostages from Gaza and supporting Palestinian prisoners during the October ceasefire.

The forthcoming job cuts represent about 15% of the ICRC's workforce, which comprises 18,500 employees. Approximately one-third of these reductions will come from voluntary departures or by leaving vacant positions unfilled. This decision follows previous cost-saving initiatives initiated in 2023 as humanitarian organizations grapple with unprecedented demand coupled with diminishing budgets.

Experts point out that the global humanitarian funding landscape is strained, particularly as leading donor countries, including the United States, realign their priorities towards national security and defense. This shift leaves traditional humanitarian assistance with significant financial shortfalls. Aid organizations are increasingly faced with challenging decisions regarding which regions and vulnerable populations to prioritize for support, leading to tough trade-offs in life-saving efforts.

The ICRC's planned adjustments highlight the mounting challenges that aid agencies encounter in conflict-affected areas, where the need for impartial humanitarian action remains critical, yet finances are becoming increasingly limited.
