Iran has granted conditional freedom to two French citizens, 41-year-old Cecile Kohler and her 72-year-old partner Jacques Paris, who had been detained for more than three years on espionage accusations, French President Emmanuel Macron said. The couple, identified as the last officially known French nationals held in Iran, are reported to be at the French embassy in Tehran while arrangements for their departure are still being worked out.
President Macron described the development as a source of "immense relief" and termed it a "first step," adding that diplomatic talks are ongoing to expedite their repatriation. Kohler and Paris were arrested in May 2022 during what their relatives maintain was a purely tourist visit. Both had careers in education, with Paris now retired.
Last month, following a closed-door trial, the pair were handed heavy sentences — 20 years for Kohler and 17 years for Paris — on charges alleging espionage on behalf of France and Israel. French officials and human rights organizations have denounced the proceedings and detention as arbitrary and part of a pattern of using foreign detainees for political leverage.
An Iranian Foreign Ministry spokesman confirmed the two have been released on bail under conditions and will remain subject to monitoring as judicial steps continue. French Foreign Minister Jean-Noel Barrot said they appeared to be in "good health" but did not provide a date for their departure from Iran.
Their legal representatives in Paris stated the move ended what they called an "arbitrary detention" lasting 1,277 days. Concerns about their treatment escalated after Kohler appeared on Iranian television in October 2022 in what rights groups described as a coerced statement. Worries over their wellbeing heightened following an Israeli strike on Evin prison during the June conflict.
Their conditional release arrives amid heightened tensions between Tehran and Western capitals, after a 12-day US-Israel military episode against Iran in June and the reinstatement of UN sanctions related to Tehran's nuclear activities. Observers have speculated the transfer could be linked to a broader exchange; France recently released Mahdieh Esfandiari, who had been detained in France on terrorism-related allegations.
Other Europeans remain incarcerated in Iran, including Swedish-Iranian researcher Ahmadreza Djalali, who was sentenced to death in 2017 on spying charges that his family and supporters reject.
The release of Kohler and Paris represents a notable diplomatic development that may ease bilateral pressure between France and Iran, while underscoring persistent international concerns about the detention of foreign nationals on politically sensitive charges.
