The Federal Authority for Nuclear Regulation (FANR) of the UAE engaged in the International Conference on Nuclear and Radiological Emergencies, which transpired from December 1st to 4th, 2025, in Riyadh, Saudi Arabia. Centered around the theme “Building the Future in an Evolving World,” the conference convened senior officials, regulators, and technical experts to deliberate on global progress in emergency preparedness and responsiveness.
FANR's participation underscores the UAE's ongoing dedication to elevating emergency preparedness, boosting national readiness, and advancing international partnerships in the face of nuclear and radiological challenges.
During the conference, FANR’s Director-General, Christer Viktorsson, contributed to a prominent session that highlighted the necessity of drills in managing emergencies. This session showcased the significance of joint exercises and extensive simulations in assessing national competencies, refining response protocols, and facilitating effective decision-making in urgent circumstances.
FANR also led several discussions covering critical elements of nuclear and radiological emergency preparedness and response. Conversations centered on enhancing public health and medical response infrastructures, boosting the operational readiness and coordination among first responders, and refining strategies for recovery and enduring response initiatives. These discussions aimed at promoting integrated health-sector frameworks, efficient recovery strategies, and maintaining public trust while ensuring rigorous regulatory oversight during all stages of emergency management.
The UAE’s emergency preparedness framework is routinely assessed through various local and international drills. In 2025, nearly 15 multi-agency exercises were organized to strengthen collaboration with national partners and enhance response capabilities. FANR also takes part in international exercises like the IAEA ConvEx-3, exemplifying the UAE’s prominence in nuclear emergency management.
FANR plays a pivotal role in shaping the UAE’s national Emergency Preparedness and Response Framework, collaborating closely with local organizations and international allies. Its cutting-edge Emergency Operations Centre (EOC) facilitates real-time coordination, technical assessments, and effective decision-making during nuclear and radiological crises. The EOC also functions as the UAE’s National Warning Focal Point in accordance with relevant international accords.
The conference reaffirmed FANR’s commitment to safeguarding public health and the environment. The authority's emergency framework has garnered wide acclaim for its robustness, efficiency, and adaptability in managing varied emergency scenarios. Through its comprehensive strategy, FANR guarantees the UAE is thoroughly equipped for nuclear and radiological emergencies while maintaining public confidence and safety.
By engaging in the Riyadh conference, FANR reinforced its leading position in sharing knowledge, enhancing international collaboration, and advocating best practices in nuclear and radiological emergency management.
