Dubai Film Development Committee Maps Out Strategy for Growth

The Dubai Film Development Committee, a newly launched entity under the Dubai Media Council, convened for its inaugural meeting to outline its objectives, operational framework, and strategic priorities designed to bolster and sustain Dubai's film industry.

During the meeting at the Council's headquarters, the emphasis was on establishing a competitive and dynamic film ecosystem, capitalizing on Dubai's existing advantages while addressing the pressing industry needs related to production, talent cultivation, and collaboration.

Her Excellency Nehal Badri, Secretary General of the Dubai Media Council, indicated that the committee will significantly contribute to realizing the leadership’s vision for Dubai's creative economy. She added that the Council’s broader strategy aims to enhance the media sector’s role in the knowledge economy, prioritizing creativity and innovation.

Badri pointed out that the film industry is among the most promising sectors within Dubai's media landscape, presenting numerous growth opportunities. She believes that the committee’s initiatives will enhance the city's appeal as a global hub for film production and creative talent.

She emphasized the necessity of aligning policies, infrastructure, and industry requirements through a collaborative, industry-wide strategy. According to her, the film sector has become crucial in Dubai’s media ecosystem, aiding in economic diversification, skills enhancement, and international partnerships while redefining the emirate's standing in the global creative arena.

Badri also highlighted Dubai’s advantageous production landscape, bolstered by cutting-edge digital infrastructure, adaptable regulations, efficient logistics, and strategic geographical connectivity with regional and global markets. These elements create a solid foundation for expanding film production and attaining long-term growth in the sector.

His Excellency Issam Kazim, Chairman of the Dubai Film Development Committee, mentioned that translating strategy into concrete results is the committee's primary focus. Initial priorities include developing clear guidelines, enhancing local talent pathways, and fostering better cooperation between public and private sectors.

Kazim explained that the committee will focus on specialized training, streamlining filming and production processes, and fortifying partnerships with both local and international production firms. Collaborating with government bodies and prominent filmmakers will also be essential components of these efforts, aligning with the vision of a creative, technology-driven economy.

The committee was formed under Dubai Media Council Resolution No. (8) of 2025, issued by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council, in November 2025. Its mission encompasses providing bespoke services and facilities for the film sector, coordinating with key partners, supporting training initiatives, and creating pathways for budding talent.

During the meeting, Hesham Al Olama, Vice Chairman of the committee, expressed that the varied expertise among its members is vital for achieving the sector’s strategic aims. He noted that effective coordination among the represented entities is crucial for building a flourishing ecosystem, solidifying Dubai's reputation as a preferred destination for international filmmakers, and drawing in further investment into the sector.

The meeting included representatives from Dubai Culture and Arts Authority, Dubai Municipality, Roads and Transport Authority, Dubai Customs, Dubai Civil Aviation Authority, Dubai Police, the General Directorate of Identity and Foreigners Affairs, and Emirates Airline, showcasing a cohesive, government-wide strategy to support the development of Dubai's film industry.
