His Highness Sheikh Mohammed bin Rashid Al Maktoum has officially launched ‘Al Shera’a’, the new headquarters for the Dubai Electricity and Water Authority (DEWA) located in Al Jaddaf, representing a significant achievement in Dubai’s ongoing sustainability and innovation narrative.
This architectural marvel is celebrated as the world’s tallest, most extensive, and intelligent net-positive government building. The project embodies Dubai’s commitment to making sustainability an integral part of everyday life through innovative practices, renewable energy solutions, and smart technology integration.
In his remarks at the inauguration, Sheikh Mohammed emphasized the city’s continuous investment in cutting-edge infrastructure, expertise, and innovative solutions to enhance its global standing as a pioneer in sustainability and modern development. He portrayed Al Shera’a as a motivating example of energy efficiency, technological advancement, and environmental stewardship.
The ceremony was graced by numerous high-ranking UAE officials, including Ahmed bin Saeed Al Maktoum and various other dignitaries from the royal family.
Sheikh Mohammed was greeted by Saeed Mohammed Al Tayer along with DEWA representatives, who provided a tour of an exhibition showcasing the organization’s legacy, accomplishments, and future goals.
During this visit, Al Tayer highlighted that Al Shera’a sets a precedent for smart and sustainable governmental infrastructures. The headquarters leverages artificial intelligence, IoT technology, and big data to cultivate an intelligent working environment.
The building is equipped with over 110,000 smart sensors that monitor operational and environmental data in real time. It consists of more than 1,500 wireless access points and 3,200 network devices responsible for approximately 1.9 million daily automated commands, enhancing operational efficiency and performance.
All operational systems within the structure are managed through the AI-empowered ‘Al Shera’a’ application, which governs nearly 100 independent systems, including smart parking, elevators, temperature control, lighting, access management, air quality monitoring, resource scheduling, and shared mobility services.
The headquarters can generate a total clean energy output of 5 megawatts through two advanced solar energy systems: one integrates photovoltaic panels into the building’s façades, while the other comprises around 8,400 solar panels installed atop the roof and surrounding areas. Robotic systems maintain these solar panels to ensure peak efficiency.
Additionally, Al Shera’a is conveniently connected to Al Jaddaf Metro Station via a dedicated pedestrian bridge, promoting the use of public transportation and contributing to lower carbon emissions.
Inspired by traditional Emirati architecture, the building blends cultural heritage with innovative design. The name ‘Al Shera’a’, meaning ‘sail’ in Arabic, symbolizes progress, openness, and movement.
With 19 floors, a ground floor, and a basement, Al Shera’a spans over two million square feet of built-up area. It aims to meet LEED Platinum and WELL Gold certification standards, ensuring high benchmarks in sustainability, environmental performance, and employee welfare.
The headquarters boasts comprehensive facilities, including training rooms, conference spaces, innovation hubs, exhibition areas, sports amenities, and a nursery for employees’ children, thereby creating a modern, integrated workplace focused on enhancing comfort, productivity, and quality of life.
