His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Chairman of the Dubai Judicial Council, launched the 2024 report for the Dubai Judicial Authority. This report shows how Dubai’s courts and legal system have improved and become faster, smarter, and more effective.
He said that making Dubai’s justice system better is a top goal. This matches the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Ruler of Dubai, who wants Dubai to be known around the world for quick and fair justice.
The report is the third of its kind and brings together data from all judicial departments in Dubai. It shows that the courts are working efficiently and are helping Dubai reach its goals as a leading city in the world. His Highness said this report shows Dubai’s commitment to being open, improving performance, and making sure people trust the legal system.
Clear Progress Across Judicial Departments
His Excellency Dr. Abdullah Saif Al Sabousi, Secretary General of the Dubai Judicial Council, said that all judicial departments — like Dubai Courts, the Public Prosecution, and the Judicial Inspection Authority — are working together closely. They do this under the direct leadership of His Highness Sheikh Maktoum to make sure court work is accurate, high-quality, and fair.
He explained that these reports help keep the public informed and are used to improve the system even more. This helps Dubai maintain strong rules, give people quick justice, and keep the public’s trust.
Major Improvements and Achievements in 2024
Some of the big achievements include:
A new system to help judicial workers grow in their careers.
An online service system for judges and staff.
A strategy for 2024-2026 that will guide future improvements.
The Judicial Council also made 84 new rules and 50 new laws to improve how the judicial system works. On top of that, 39 studies were completed to help with new development projects.
Smart Services and Technology
Dubai's courts and legal offices are using more technology to help people. In 2024:
19,329 rulings were published by Dubai Courts.
21,091 court hearings were held online.
9,672 investigations happened using video calls.
The Public Prosecution:
Made 41,457 smart rulings.
Handled 9,189 smart bail requests.
Dubai Courts also completed over 1.5 million smart service requests, showing a big jump from the 856,472 requests in 2023.
More Judges and More Training
By the end of 2024, there were 429 members in the judiciary, up from 366 in 2023 — a 17% increase. This helps speed up case decisions and ensures better quality work. Judges and staff received 978 hours of training, helping 385 people become more skilled and efficient.
Better Court Results and Faster Case Handling
AED36.2 billion worth of cases were settled in 2024, a big increase from the year before.
97.58% of civil cases (26,530 cases) were resolved.
Public auctions earned AED2.4 billion, up from AED2 billion in 2023.
Judgment accuracy in lower courts improved to 85%.
Appeals and top court cases were completed faster, with 19% and 9% less time taken.
Courts completed 1,288,191 enforcement requests, collecting AED9.3 billion.
AED60.3 million was given to those in need through the Al Khair Courts initiative, 36.5% more than in 2023.
Public Prosecution’s Work
In 2024, the Public Prosecution worked on:
1,031 non-criminal cases.
40,894 criminal cases, which made up 88.3% of their work.
95.7% of criminal judgments were handled on time.
85.1% of criminal investigations were completed.
94.1% of investigations were accurate.
Stronger Oversight and Inspections
The Judicial Inspection Authority looked more closely at how judges were working:
708 reports were made in 2024, up from 579 in 2023.
250 complaints about judicial operations were reviewed.

The Dubai Judicial Council is focused on fairness, equal rights, and clear laws. It wants to make sure that everyone in Dubai gets fair and fast justice, and that judges follow strong values like honesty, fairness, and respect. This will help Dubai grow as a modern and just city for everyone.
