Prime Minister Mark Carney has publicly outlined the evolving framework for Canada’s relationship with China as the nation aims to broaden its trade alliances.
Earlier this year, Carney identified China as one of Canada’s prominent security challenges. Recently, he has stressed the importance of recalibrating relations with Beijing, particularly as the Liberal government explores options beyond the United States amid ongoing trade disputes linked to President Donald Trump.
In an end-of-year discussion, Carney shared with CBC News that the pressing question concerns the extent of Canada’s engagement with China and the necessary “guardrails” for that relationship. He pointed out critical fields such as artificial intelligence, essential minerals, and defense, where Canada intends to keep its interaction with China under strict regulations.
Carney emphasized that Canada, alongside many nations outside the UK and EU, lacks robust ties with China in these strategic areas. He reiterated the need for Canada to diversify its trade partners to mitigate over-reliance on the U.S., advising, “Never put all your eggs in one basket.”
Canada’s renewed trade focus now includes China and India, nations with whom relations had suffered under the previous Prime Minister, Justin Trudeau. This decline was marked by the 2018 arrest of Huawei’s CFO in Vancouver and the subsequent detention of two Canadians in China, accused of espionage.
A recent public inquiry into foreign interference highlighted China as “the most persistent and sophisticated” threat to Canadian democratic processes.
Carney characterized his recent dialogue with Chinese President Xi Jinping as a “turning point,” pointing towards plans for a state visit to tackle lingering “irritants” in their bilateral relationship.
Experts, including former ambassador Guy Saint-Jacques, stress the necessity of engaging with China. However, they also advocate for Canada to confront sensitive subjects like human rights violations and foreign meddling.
Saint-Jacques highlighted that Ottawa needs to prove it has drawn lessons from previous encounters, such as introducing mechanisms like a foreign agent registry to counter covert influences.
As Canada navigates between security imperatives and economic prospects, Carney’s stance suggests a cautious yet pragmatic trajectory in its dealings with China.
