Alice Guo, the former mayor of a town near Manila, has been handed a life sentence along with a fine of 2 million pesos ($33,832) due to her involvement in a significant human trafficking and scam organization. Guo, who previously faced allegations of spying for China, was found guilty alongside three co-defendants on Thursday related to one of the largest scam operations in the Philippines. Authorities reported the rescue of around 800 individuals, both local and foreign, who were forced into operating 'pig butchering' online scams targeting international victims.
At 35, Guo was elected as mayor of Bamban in 2022, initially receiving praise as a compassionate leader from her constituents. However, her standing deteriorated following the discovery of a vast scam hub in 2024. This center was disguised as Philippine Online Gaming Operations (Pogo), serving clients in China where gambling is prohibited. Spanning eight hectares and consisting of 36 buildings, some were even constructed on land formerly belonging to Guo herself.
Further investigations revealed inconsistencies in Guo's personal narrative. She had asserted she was born in the Philippines, yet records indicated she migrated from China during her teenage years. Fingerprint analysis linked her to a Chinese national, Guo Hua Ping. After the revelation of the scandal, she was ousted from her position and went missing in July 2024, leading to an international search across multiple countries. Guo was apprehended in Indonesia in September 2024 and subsequently extradited to the Philippines, leading to the cancellation of her Philippine passport.
The court’s decision mandates life imprisonment for Guo and her three co-defendants, along with substantial fines. She still faces five ongoing cases, including allegations of money laundering. While Guo has denied all charges, it remains uncertain whether she will contest the verdict.
Guo's case has garnered international attention amid escalating tensions between the Philippines and China, particularly concerning issues in the South China Sea. Although Guo is facing legal repercussions, China has refrained from commenting on the accusations tied to espionage or the scam activities linked to its citizens. This situation underscores rising worries regarding online fraud, human trafficking, and the involvement of foreign individuals in criminal enterprises within the Philippines.
This ruling marks a crucial advancement in the fight against vast cybercriminal and human trafficking networks in the region and emphasizes the Philippines’ determination to tackle online scams that prey on vulnerable communities both locally and around the globe.
