Xi Emphasizes Patience in Resolving North Korean Nuclear Concerns Amid South Korea's Appeals to China

During South Korean President Lee Jae Myung's official visit to China, President Xi Jinping underscored the importance of “patience” in dealing with North Korea’s nuclear ambitions. Lee implored China to act as a mediator capable of easing tensions and reviving talks on the Korean peninsula.

In Shanghai on Wednesday, Lee expressed his hope that Xi would actively foster peace and address North Korea’s nuclear issue. He pointed out that communication between North and South Korea is non-existent, and trust has severely deteriorated.

Xi acknowledged the progress achieved thus far but highlighted the necessity for patience in moving forward. Chinese Premier Li Qiang reiterated Lee's emphasis during their discussions, reflecting a positive Chinese response to Seoul’s request for mediation.

Lee argued it is crucial to appreciate North Korea’s security concerns, asserting that South Korea's prior military stance may have exacerbated Pyongyang's feelings of threat. He noted that long-standing hostilities have heightened tensions, complicating any potential reconciliation.

This visit marks the first by a South Korean leader to China since 2019, including a recent meeting early in the week between Lee and Xi in Beijing. Their discussions followed a prior encounter at the Asia-Pacific Economic Cooperation summit.

China's state newspaper, People’s Daily, hailed the consecutive meetings as a positive indication for bilateral relations. An accompanying editorial urged both nations to build on this momentum, emphasizing their mutual benefits as neighboring countries.

The editorial also encouraged enhanced exchanges in various sectors, citing shared historical experiences against Japan, and promoting cooperative efforts to bolster stability in Northeast Asia.

Lee aims to repair relations with China after years of strain, particularly following South Korea's acceptance of a US missile defense system in 2016, which led to informal Chinese restrictions on South Korean cultural products.

During the recent dialogue, both sides recognized the need to restart talks with North Korea and resume cultural exchanges, although China’s official release did not specifically address the nuclear issue.

North Korea, in turn, has persisted in its nuclear advancements. On the same day that Lee arrived in China, Pyongyang executed a hypersonic missile test, with Kim Jong-un describing it as crucial for reinforcing a reliable nuclear deterrent.

North Korea's weapon developments have surged since the onset of the Ukraine conflict in 2022, with reports indicating their provision of troops and arms to Russia in exchange for support. Kim has dismissed potential talks with South Korea, insisting that any future engagement with the US must acknowledge North Korea as a nuclear state.

Lee proposed a phased, realistic strategy for restarting negotiations, recognizing the improbability of immediate denuclearization. He suggested a focus on halting further nuclear production and controlling missile output, while striving for a nuclear-free peninsula in the long run.

He revealed that China has consented to communicate South Korea’s sincere and proposed approach to North Korea, hinting at cautious but significant backing for renewed diplomatic initiatives.
