Vietnam Evaluates Enhanced Support for Youth Volunteer Leaders

The Ministry of Interior in Vietnam has taken notice of a proposal aimed at providing additional financial assistance to former chairpersons of the Youth Volunteer Association at the commune level. These leaders, who are no longer eligible for pensions, require more support as they step away from active work. The proposal, initiated by Nguyen Xuan Hau from Cao Bang Province, has ignited discussions on improving welfare programs for retired community leaders.

Currently under evaluation, the proposal aligns with a broader reassessment of policies governing mass organizations and social associations that function under the Party and State’s guidance. Authorities are considering enhancements to organizational frameworks and support mechanisms for those engaged in such groups.

The Ministry has indicated that the Party Committee of the Vietnam Fatherland Front, along with several central organizations, are undertaking a thorough review of existing regulations. This includes evaluating the past implementation of directives and suggesting necessary amendments to the governing rules for associations assigned with public responsibilities.

Officials conveyed that upon the release of new guidelines from the Politburo and the Secretariat, the Ministry will collaborate with relevant agencies to revise current legal structures. Anticipated updates encompass significant changes to Decree No. 126/2024, which outlines the organization, operation, and management of various associations nationwide.

Additionally, the ministry has drafted a decree proposing modifications to the existing regulations, which is currently being circulated for consultation among ministries, local administrations, associations, and the public. Notably, one focus of this revision includes the remuneration policies for retired leaders in full-time positions within these associations.

This proposal for former youth volunteer association leaders at the commune level has been officially documented and will be scrutinized closely during the policy review. Authorities seek to ensure that future support measures are in line with practical needs, legal standards, and national development objectives.

If sanctioned, the proposed amendments could afford enhanced financial stability and recognition to former grassroots leaders who have committed years to fostering community growth. This initiative is also viewed as a vital step in Vietnam's ongoing mission to fortify social welfare policies and optimize support systems for retired public contributors.
