Vietnam's Ambitious Quantum Technology Initiative

Vietnam is accelerating its efforts to develop quantum technology as an integral part of its national digital transformation strategy aimed at achieving technological autonomy and bolstering national security. Recently, General Secretary and President To Lam led a significant meeting in Hanoi dedicated to establishing a strategic roadmap for the research, application, and advancement of quantum technology within the country.

The meeting was attended by senior Politburo members, government officials, academic institutions, and major industry players. Key discussions centered on how quantum technology could facilitate socio-economic growth while enhancing Vietnam’s defense capabilities, cybersecurity, and digital sovereignty in the coming years.

President To Lam highlighted that quantum technology should be perceived not solely as a scientific endeavor but as a critical national strategy crucial for the country’s future competitive landscape. He emphasized the necessity for Vietnam to incorporate quantum advancements within the wider national agendas involving artificial intelligence, semiconductors, national data systems, space technology, and digital transformation.

The President cautioned against a view of quantum technology development as a standalone initiative detached from meaningful national objectives, warning it could waste resources without delivering practical benefits. He underscored the importance of cultivating genuine national capabilities rather than pursuing superficial projects lacking strategic significance.

According to various officials, Vietnam aims to concentrate on realistic and achievable priorities given the nation’s present circumstances. President To Lam urged authorities to eschew hasty investments, fragmented funding, and formality-driven projects. Instead, he called for concentrated investments in robust research centers, cutting-edge laboratories, and well-coordinated partnerships between universities, businesses, and defense sectors.

The government also stressed the necessity for safeguarding digital sovereignty and enhancing cybersecurity through early investments in quantum technologies. Officials noted that while international collaborations are vital, they should focus on strengthening Vietnam's self-reliance and not foster dependence on foreign technologies.

Workforce development was underscored as another key priority in the discussions. President To Lam advocated for the establishment of a national program aimed at nurturing a quantum workforce, targeting young scientists, recruiting overseas Vietnamese researchers, and fostering competitive domestic research teams.

Moreover, officials highlighted the need for a holistic innovation ecosystem that encompasses government agencies, educational institutions, research organizations, private sector enterprises, and defense establishments. Vietnam aspires to promote the commercialization of quantum technologies, ensuring research propels beyond laboratories into practical applications that offer economic benefits.

In closing, President To Lam called for the refinement of the national quantum technology strategy to include clear goals, actionable implementation plans, investment frameworks, and international collaboration schemes. He urged for prompt and strategic action to keep Vietnam competitive in the evolving global technological landscape.
