Vietnam Introduces Enhanced Standards for Quality Control Professionals

Vietnam's Ministry of Science and Technology has rolled out updated professional and technical standards aimed at civil servants and public employees involved in product and goods quality control. Under Circular 25/2026/TT-BKHCN, these regulations seek to bolster the overall efficiency and professionalism of the nation's quality inspection framework.

The newly defined framework specifies clear parameters regarding responsibilities, qualifications, and training requirements for those engaged in quality inspection tasks. This directive applies to officials allocated to quality control roles but excludes specialized divisions within the Ministry of Public Security and the Ministry of National Defense.

As per the circular, individuals in quality control positions are vital for ensuring adherence to quality standards. Their responsibilities involve conducting inspections, monitoring product quality, gathering and analyzing data, as well as assisting in conformity assessments. Furthermore, they are tasked with identifying risks and proposing appropriate solutions within their jurisdiction.

The Ministry has highlighted that quality control professionals must be adept at executing inspection methods in line with recognized professional protocols. Competencies expected include active participation in inspection teams, managing product sampling, overseeing testing procedures, and evaluating data obtained during inspections.

A key aspect of these new standards emphasizes the adoption of modern management practices coupled with digital integration. Officials are required to comprehend risk-based inspection approaches, implement post-inspection monitoring protocols, and utilize digital resources and information systems effectively. This shift mirrors Vietnam’s broader ambition to modernize public service and enhance regulatory efficiency via technological advancement.

Moreover, the circular imposes stricter educational prerequisites and professional training. Aspirants aiming for roles in product and goods quality control must possess at least a university degree in a relevant discipline, along with a specialized training certificate tailored for quality control officers.

Officials believe that these revised standards will significantly upgrade the quality of inspections, enhance consumer protection, and foster greater trust in products in the Vietnamese market. The regulations are expected to foster increased transparency, consistency, and accountability within the national quality management ecosystem.
