Vietnam's Prime Minister Advocates for Urgent Legal Reforms

In a significant meeting held in Hanoi, Vietnam's Prime Minister Le Minh Hung convened with the Ministry of Justice to address the critical need for reforms within the nation’s legal framework and institutions, essential for supporting Vietnam’s rapid economic growth and sustained national development. The session reviewed the Ministry's performance since the start of 2026, while also prioritizing future objectives, particularly the enhancement of legal institutions and administrative reform initiatives.

Stressing the importance of innovation in both law creation and enforcement, Prime Minister Le Minh Hung identified this as a top national priority for Vietnam. He articulated that a modernized and transparent institutional and legal system is crucial for achieving consistent double-digit economic growth. He noted the necessity for Vietnam’s legal framework to be more progressive, internationally aligned, and readily actionable.

The Prime Minister commended the Ministry of Justice for its recent achievements in law drafting, minimizing administrative burdens, and bolstering legal oversight. Reports indicated the submission of numerous legal documents, including important draft laws and resolutions, to the Government and National Assembly. Additionally, reforms to streamline investment processes and eliminate longstanding legal obstacles for businesses were expedited.

Highlighting the connection between robust institutional reform and Vietnam’s developmental aspirations, Le Minh Hung stated that outdated management systems must evolve into dynamic governance models. He emphasized the integration of digital technology, AI, and big data into law formulation, administrative management, and policy monitoring. According to him, legal reforms should generate tangible benefits for businesses, investors, and the populace.

The Prime Minister further addressed the necessity of accountability amongst governmental bodies, cautioning against delays in legal guidelines and criticizing redundant regulations that cultivate confusion and inefficiency. He urged the Ministry of Justice to collaborate effectively with other ministries, ensuring that legal documents are pragmatic, clear, and devoid of corruption or “request-and-grant” cultures.

A pivotal announcement from the meeting involved the initiative to establish a comprehensive national legal database, alongside the augmentation of AI in the review and creation of legal documents. The Ministry of Justice has been tasked with crafting a strategic vision for refining Vietnam’s legal infrastructure by 2045, focusing on digital transformation, administrative efficiency, and enhanced legal risk management as the nation integrates more deeply into the global landscape.

The government will also intensify reforms in civil enforcement, asset recovery from corruption, and judicial oversight. Prime Minister Le Minh Hung underscored that a robust legal framework is vital for unlocking economic potential, boosting investor confidence, and advancing Vietnam's modernization ambitions. These reforms are viewed as essential for positioning Vietnam as a competitive and sustainable economy in the foreseeable future.
