Accelerating Administrative Reforms in Vietnam

The Vietnamese government has mandated that ministries and local authorities accelerate their administrative reform processes, ensuring that both citizens and businesses experience minimal disruptions during the transition phase.

An official directive signed by Deputy Prime Minister Pham Thi Thanh Tra focuses on reducing and simplifying procedures pertaining to business registration and investment across various sectors. This initiative aims to enhance operational efficiency while fostering economic growth and improving public services.

Multiple resolutions have already been enacted to curtail unnecessary paperwork, decentralize administrative tasks, and streamline business and investment regulations. These reforms align with Vietnam's long-term economic development objectives and are crucial for achieving robust economic growth targets.

Officials have commended ministries, including the Ministry of Justice, Ministry of Finance, and the Ministry of Agriculture and Environment, for effectively coordinating reform efforts to eliminate barriers impacting businesses and citizens.

The new directive directs ministries and agencies to work closely with local governments, ensuring the administrative framework functions smoothly throughout the reform implementation. Authorities are tasked with disclosing simplified procedures and updated regulations within legal timelines.

Moreover, local administrations are required to commence decentralized procedures immediately without hindrance and provide both training and technical assistance to local officials. Ministries are expected to complete the enhancement and synchronization of their administrative systems by June 10, 2026.

Vietnam has cautioned against any agency introducing unnecessary administrative hurdles or new procedures that raise compliance costs for businesses and citizens. The emphasis remains on ensuring that reforms are practical, transparent, and conducive to business.

Additionally, the directive mandates a swift resolution of complaints and challenges raised by businesses and the public. Local authorities must act promptly on issues within their jurisdiction, forwarding more significant concerns to higher government levels.

The Ministry of Justice will autonomously assess the nationwide implementation of these administrative reforms. A pilot evaluation and scoring mechanism is set to launch in July 2026 to monitor reform outcomes and uphold accountability.
