The government of Vietnam has proposed establishing November 24 as “Vietnam Culture Day,” offering employees a fully compensated day off as part of a larger initiative to bolster the country’s cultural sector. This proposal underscores an increasing acknowledgment of culture as a fundamental component of national development and international identity.
The draft resolution, introduced by Lam Thi Phuong Thanh, presents a holistic framework of policies intended to revolutionize Vietnam’s cultural environment. Key measures include a significant boost in state funding, with at least 2 percent of the national budget earmarked for cultural advancement, and strategies to attract private investment.
Additionally, the government plans to implement tax benefits and infrastructural assistance to foster the growth of cultural industries such as film, performing arts, and exhibitions. A proposed lowered value-added tax rate of 5 percent for cultural endeavors, coupled with the potential waiver of import duties on significant artworks and heritage pieces for non-commercial use, further supports this initiative.
Preservation of cultural heritage remains paramount, with policies dedicated to safeguarding traditional values and promoting them on international platforms. This includes efforts like organizing cultural festivals abroad and displaying Vietnamese heritage in global museums.
The plan also prioritizes digital evolution in the culture sector, featuring the creation of a national cultural database and efforts to digitize heritage sites, in line with Vietnam’s broader objectives of modernization and innovative cultural management.
Moreover, the proposal outlines measures for enhancing human resources within the cultural sector through targeted training, financial aid for artists, and career transition initiatives. Potential public-private partnerships and the establishment of cultural funds are key considerations for achieving sustainable growth.
The announcement of Vietnam Culture Day, accompanied by a paid holiday, is anticipated to elevate cultural consciousness among citizens and bolster the creative economy. This proposal, which has garnered backing from legislative committees, aligns with a broader reform agenda aimed at positioning culture as a catalyst for economic and social development.
