Deputy Prime Minister Pham Thi Thanh Tra has issued a directive outlining the essential tasks that ministries, agencies, and local authorities must undertake. This document stresses the importance of aligning reforms with the resolutions from the National Assembly and the strategic objectives established by the Communist Party.

The directive calls for a comprehensive review and streamlining of the internal structures in ministries and ministerial-level agencies. Officials are tasked with evaluating their roles and operational frameworks, proposing updated legal bases when necessary. These updated proposals are to be submitted for prompt review and approval, underscoring the government's commitment to expedite the reform process.

A key area of focus is the restructuring of inter-ministerial coordination bodies. Ministries must evaluate the effectiveness of existing organizations and recommend the consolidation or abolition of units deemed redundant or ineffective. This aims to eliminate overlaps, enhance cooperation, and ensure a more efficient administrative system.

The government is also assessing the two-tier local government system after a year of its implementation. This evaluation will review the execution of decentralization and authority delegation at various administrative levels, identifying challenges and proposing measures to enhance grassroots governance. Local authorities are encouraged to engage actively in this review and suggest required policy changes.

Additionally, the directive places significant emphasis on elevating the quality of civil servants, particularly at grassroots levels. The Ministry of Interior is charged with developing new policies to improve training, performance, and accountability among public officials, which is critical for fostering a competent and responsive administrative workforce.

The document highlights the role of recognition and commendation in stimulating public sector performance. Plans are underway to launch national campaigns aimed at meeting socio-economic targets from 2026 to 2030, in alignment with the nation’s priorities. These initiatives are set to spur creativity, efficiency, and dedication within the public sector.
