On April 15, 2026, the Vietnamese Government introduced new policy directives aimed at budget allocation and socio-economic advancement in rural and underprivileged areas.
This initiative, endorsed by Deputy Prime Minister Nguyen Van Thang, specifies the guiding principles for distributing central government budget funds for the 2026–2030 period, emphasizing sustainable poverty alleviation and rural progress.
The policy underscores allocating maximum financial resources to disadvantaged communes, ethnic minority areas, mountainous regions, border territories, and islands. The goal is to establish equitable socio-economic growth and enhance living conditions in these communities.
This framework ensures that budget allocation is strategically focused, efficient, and sustainable, while fostering cohesive management of policies, objectives, and funding across both central and local levels.
The central government is set to offer financial assistance chiefly to regions that heavily depend on national budget contributions, particularly those where 70 percent or more of local funding stems from the central budget. Conversely, financially well-off areas are encouraged to utilize their resources independently.
Moreover, the policy establishes distinct criteria for fund allocation, guided by the number of underprivileged villages and communes, as well as by local financial needs. This structured method aims to promote equitable and effective resource distribution.
Local governments are also mandated to provide counterpart funding and gather additional resources to implement development initiatives efficiently, ensuring that national objectives are met without overlapping efforts.
Separately, Prime Minister Le Minh Hung ratified the election outcomes for key leadership roles in Hung Yen province, appointing Nguyen Manh Quyen as Chairman and confirming several Vice Chairpersons for the 2026–2031 term.
These directives collectively reflect Vietnam's dedication to enhancing governance, fostering inclusive growth, and expediting rural and regional development in the years to come.
