Vietnam Conducts Evaluation of Two-Tier Government Structure

Vietnam has initiated a thorough evaluation of its political framework and the two-tier local government structure following a year of nationwide execution. This review was a key agenda item during a high-level gathering led by Deputy Prime Minister Pham Thi Thanh Tra in Hanoi on May 15, 2026.

The focus of the meeting was on drafting a comprehensive assessment report to analyze the operational effectiveness of this reorganized administrative framework across various ministries, sectors, and local governments. High-ranking officials from the Ministry of Interior, Government Office, and other state entities participated in the dialogue to finalize plans for the nationwide evaluation.

Deputy Prime Minister Pham Thi Thanh Tra underscored that the preliminary assessment aims to yield a thorough and impartial evaluation of the governance model. The government aspires to pinpoint successful administrative reforms, operational milestones, existing challenges, and insights gained during the inaugural year of rollout.

This two-tier local government model was introduced as a part of a broader administrative reorganization strategy aimed at boosting efficiency, enhancing state governance, and modernizing the governance framework. The authorities undertook the reconfiguration of administrative units and public service institutions across various regions and ministries.

As per officials, different ministries and provincial authorities are tasked with preparing individual reports that will ultimately be amalgamated into a single national review document. The Ministry of Interior is assigned the role of constructing the comprehensive report outline and coordinating data gathering from various agencies and local authorities.

The evaluation will place a significant emphasis on decentralization, delegation of authority, reform in administrative procedures, and digital transformation. Authorities are anticipated to scrutinize the effectiveness of public administrative service centers, infrastructure networks, financial management, and the management of surplus public assets that emerged during the restructuring phase.

Government representatives noted that select ministries have achieved notable advancements in reorganizing public service units. Those related to science, finance, and industry reportedly made rapid progress in their organizational reforms. Despite this, authorities recognized that developments remain sluggish in some domains, particularly within education and training sectors.

The Deputy Prime Minister emphasized the crucial nature of timely completion of the review and instructed ministries to consistently update their reports and statistical data. She also urged a candid evaluation of workforce restructuring, staffing reductions, and the effectiveness of local governance operations after the year-long period.

The government of Vietnam is optimistic that the insights gained from this review will inform future reforms spanning 2026 to 2030. Officials anticipate that the evaluation will bolster governance structures, enhance administrative efficiency, and contribute to the country’s long-term developmental objectives in the years ahead.

A dedicated working group may also be formed to oversee the reviewing process, consolidate information, and finalize reports for the national assessment. Authorities predict that this review will provide essential guidance for prospective policy formulations and administrative modernization initiatives throughout Vietnam.
