Vietnam's 2026 Amnesty Program Releases Almost 10,000 Prisoners

On June 1, Vietnam inaugurated its 2026 amnesty initiative, granting presidential clemency to thousands of inmates across the nation. The announcement was made at Thanh Xuan Prison, where Permanent Deputy Prime Minister Pham Gia Tuc was present as more than 200 individuals were released under this significant decision.

This amnesty aligns with Vietnam's consistent humanitarian efforts and dedication to rehabilitation. Historically, the country has executed over 40 amnesty programs, permitting numerous inmates to reunite with their families. Since 2009, more than 120,000 inmates have benefited from this presidential clemency across 12 different rounds.

Officials indicated that the 2026 amnesty was established to commemorate various important national events such as the conclusion of the 14th National Party Congress and the 51st anniversary of Vietnam's reunification. Earlier this year, President To Lam signed the amnesty decree, initiating a broad review process involving several ministries and agencies.

Following the recommendations from the Clemency Advisory Council, President To Lam sanctioned the release of 9,950 prisoners nationwide, with 202 from Thanh Xuan Prison among those released. Authorities assured that the selection was conducted transparently and in compliance with legal norms, ensuring fairness to all eligible inmates.

During the ceremony, Deputy Prime Minister Pham Gia Tuc conveyed his congratulations to the newly freed individuals, urging them to utilize their second chance wisely. He emphasized that their early release marks a new chapter, encouraging them to establish stable lives and contribute positively to society while steering clear of past mistakes.

The Deputy Prime Minister also addressed those who did not receive amnesty this year, motivating them to improve their conduct, adhere to prison protocols, and strive for future eligibility. He acknowledged the hard work of prison and correctional staff, recognizing them as crucial to the success of rehabilitation programs.

To facilitate the reintegration of released prisoners, Vietnamese authorities have directed local governments, community organizations, and businesses to offer support. They highlighted the necessity of eliminating stigma and creating job, educational, and participatory opportunities. The government believes that community involvement is essential to fostering lasting rehabilitation and minimizing recidivism.
