Vietnam Unveils Enhanced Standards for Vocational Education

Vietnam has rolled out a robust framework to elevate the quality and governance of its vocational education institutions nationwide. The Ministry of Education and Training recently issued Circular No. 38/2026/TT-BGDĐT, which sets forth official quality standards for these educational establishments. This initiative is intended to create a cohesive system for quality assurance, enhance accountability, and align workforce training with the demands of the labor market and broader economic development objectives.

According to ministry officials, the new circular will empower vocational education institutions to optimize governance, transparency, and operational efficacy. The regulations are designed to facilitate self-assessment, institutional advancement planning, and effective oversight of vocational training systems. Authorities are optimistic that this framework will bolster quality control and promote future investments and network development in vocational education throughout Vietnam.

The circular delineates six critical criteria that vocational education institutions must adhere to in order to uphold quality standards. These encompass organizational structure and management frameworks, qualified faculty and management personnel, comprehensive training programs and curricula, adequate facilities and equipment, stable financial resources, and robust digital management systems that include secure databases and information technology infrastructure. Officials emphasize that these institutions must operate in accordance with legal and professional standards while promoting sustainable educational progress.

In addition, the Ministry of Education and Training has introduced ten performance metrics to evaluate training effectiveness and institutional quality. Key indicators include defined objectives like ensuring at least 70 percent of graduates secure employment within their field or pursue further studies. Other goals encompass employer satisfaction rates reaching 70 percent or above and active employer participation in training programs achieving similar benchmarks. Authorities assert that these metrics aim to forge a stronger link between vocational education and labor market requirements.

Furthermore, the new regulations underscore the crucial role of digital transformation within the education sector. Under the circular, vocational institutions must ensure that a minimum of 20 percent of subjects and modules in each training program can be taught online. Government officials stressed the need to enhance digital learning frameworks, bolster information management, and ensure data security within vocational settings. The circular also mandates accurate and regularly updated databases to aid educational management and quality assurance.

Beyond academic and digital benchmarks, the circular specifies various operational goals for vocational institutions. These targets include achieving enrollment rates of at least 50 percent of admission quotas, ensuring that a minimum of 60 percent of students graduate on time, and requiring full-time educators to carry out at least 60 percent of instructional hours. Authorities believe these criteria will enhance training efficiency and strengthen the overall capabilities of vocational education institutions across the nation.

The Ministry of Education and Training has mandated that vocational institutions conduct annual self-assessments and publicly release their findings to foster transparency and accountability. This circular came into effect on April 29, 2026. Institutions set up before January 1, 2026, will benefit from a 60-month transition period to align fully with the new standards. During this timeframe, institutions are required to continuously update data, perform self-evaluations, and formulate development strategies to meet the new national benchmarks for vocational education quality.
