Abu Dhabi's Innovative HR Law Set to Transform Public Sector

Post by : Bianca Suleiman

The Abu Dhabi Government has introduced an advanced Human Resources Law designed to modernize public sector employment and enhance its appeal as a leading employer. Commencing on 1 January 2026, this law will impact a workforce of over 25,000 individuals.

Under Human Resources Law No. (08) of 2025, the framework emphasizes merit-based employment strategies aimed at attracting, nurturing, and retaining exceptional professionals, with a strong focus on performance, skills, and achievements, moving away from traditional seniority models.

Performance-Focused Hiring and Advancement

The new law establishes rigorous merit-driven criteria throughout the employee lifecycle. Decisions regarding recruitment, promotions, and career opportunities will rely on individual performance and proven capabilities rather than mere tenure.

Top performers will enjoy faster promotion tracks, while performance-linked allowances will recognize noteworthy contributions. Exceptional graduates can also benefit from shorter probation periods, facilitating quicker advancement for promising talent.

Attractive Benefits for Globally Competitive Talent

To attract skilled professionals across sectors like AI and technology, the law presents progressive and adaptable benefits in line with international standards.

Significant measures include entrepreneurship leave, permitting employees to explore business opportunities while remaining attached to governmental roles. Enhanced parental leave policies showcase an extended maternity period and increased paternity leave, underlining a commitment to family-oriented practices. Flexible working arrangements like remote work options, compressed workweeks, and optimal working hours further promote a healthy work-life balance.

Commitment to Learning, Inclusion, and Employee Wellbeing

This legislation bolsters training and development frameworks with ongoing reskilling and upskilling initiatives, ensuring employees adapt to swift technological and policy shifts.

Updated leave provisions introduce marriage leave, more robust bereavement support, and caregiving flexibility. There are also specific accommodations for People of Determination, enhancing inclusion and accessibility within government sectors.

Leadership Insights

His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement (DGE), remarked that this law signifies a pivotal transformation in government talent management, promoting merit-based progression and rewarding excellence.

His Excellency Ibrahim Nassir, Undersecretary of DGE, highlighted the necessity for government to compete in attracting talented professionals by offering compelling career opportunities, flexible environments, and modern operational practices.

Fostering a Future-Ready Government

With an emphasis on meritocratic principles, the modernization of HR structures, and alignment with global talent management benchmarks, this new law fortifies Abu Dhabi’s objective of establishing a high-performing, agile, and future-ready government, aligning with its ambition to become a leader in AI governance.

The Department of Government Enablement is committed to collaborating with all governmental bodies to ensure a seamless transition and successful incorporation of new systems in preparation for the 2026 implementation.
