Abu Dhabi's Innovative HR Law Set to Transform Public Sector

The Abu Dhabi Government has introduced an advanced Human Resources Law designed to modernize public sector employment and enhance its appeal as a leading employer. Commencing on 1 January 2026, this law will impact a workforce of over 25,000 individuals.

Under Human Resources Law No. (08) of 2025, the framework emphasizes merit-based employment strategies aimed at attracting, nurturing, and retaining exceptional professionals, with a strong focus on performance, skills, and achievements, moving away from traditional seniority models.

Performance-Focused Hiring and Advancement

The new law establishes rigorous merit-driven criteria throughout the employee lifecycle. Decisions regarding recruitment, promotions, and career opportunities will rely on individual performance and proven capabilities rather than mere tenure.

Top performers will enjoy faster promotion tracks, while performance-linked allowances will recognize noteworthy contributions. Exceptional graduates can also benefit from shorter probation periods, facilitating quicker advancement for promising talent.

His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement (DGE), remarked that this law signifies a pivotal transformation in government talent management, promoting merit-based progression and rewarding excellence.
