Thailand is advancing its universal healthcare framework following a significant authorization by the National Health Security Office (NHSO) to elevate reimbursement rates for heart and liver transplant surgeries. This initiative aims to enhance patient access to essential treatments and ensure hospitals provide high-quality transplant services nationwide.
The adjustments were facilitated by savings accrued from lowering reimbursement rates for immunosuppressant medications necessary after organ transplants. Officials reaffirmed that these new drug reimbursement standards reflect the recent decrease in market prices while maintaining high treatment quality for transplant recipients. These savings will be reinvested into improving other transplant care segments.
The revised policy marks a significant increase in reimbursement for liver donor preparations, with deceased donor preparations rising from 30,000 baht to 40,000 baht per individual and living donor preparations going from 40,000 baht to 45,000 baht. Authorities assert that these adjustments are more representative of the real costs associated with transplant operations.
Financial provisions for heart transplants have also been updated, now allowing hospitals to receive a total reimbursement of 600,000 baht per patient. Moreover, the funding for pediatric liver transplants has been raised to 660,000 baht, bolstering support for the specialized medical care needed for children facing severe liver issues.
In the case of adult liver transplant patients afflicted with advanced liver disease or cirrhosis, the funding structure has been restructured. Previously, one single payment covered both donor and recipient procedures; the new scheme separates these payments, with 200,000 baht for donor liver surgeries and 660,000 baht for recipient surgeries, thereby reflecting the complexities and hospital expenses more accurately.
Furthermore, the NHSO has broadened coverage for complications related to Cytomegalovirus (CMV), a significant infection impacting individuals with compromised immune systems post-transplant. Hospitals are now authorized to claim up to 180,000 baht per patient for CMV prevention and treatment, with an extra reimbursement of 40,000 baht available upon detection of the virus in the bloodstream.
Government representatives have highlighted organ transplantation as an essential component of the healthcare framework. The reimbursement alterations aim to not only enhance financial support but also to ensure long-term sustainability of services, alleviate financial strains on healthcare facilities, and promote equitable access to complex and costly medical treatments for patients under Thailand's universal healthcare coverage.
