Thailand Safeguards Student Educational Rights

Thailand’s Ministry of Education has introduced significant initiatives aimed at safeguarding students’ educational rights while equipping the nation for future tech-driven learning landscapes. This move follows the Cabinet's favorable consideration of recommendations from Thailand’s National Human Rights Commission regarding the unimpeded release of academic documents to students, irrespective of outstanding school fees.

Minister of Education Prasert Chantarawong emphasized that schools under the Office of the Basic Education Commission are prohibited from withholding official academic records from graduating students, affirming that access to education constitutes a constitutional right. The ministry highlighted that every student deserves the necessary educational documentation for university applications and continued education, irrespective of any unpaid tuition.

The minister pointed out that the retention of certificates or transcripts could hinder students' chances of enrolling in the first semester of the 2026 academic term, potentially exacerbating school dropout rates. Clear national guidelines will be formulated to ensure institutional compliance with this policy, reinforcing Thailand’s “Zero Dropout” initiative aimed at retaining children in the educational system.

Authorities have stated that schools should collaborate with families to devise financial solutions instead of obstructing students' access to higher education opportunities. The government posits that safeguarding educational access is critical for advancing equality and fostering long-term national progress.

In conjunction with initiatives to bolster educational rights, Prime Ministerial directives have also mandated the Ministry of Education to coordinate with the Ministry of Higher Education, Science, Research and Innovation, and the Ministry of Labour on a national program for artificial intelligence development.

The administration intends to allocate part of a 200 billion baht budget toward enhancing AI-related competencies among students and citizens across Thailand. This investment will focus on preparing the workforce for emerging industries and boosting the nation’s competitiveness in the global digital market.

Minister Prasert affirmed that artificial intelligence has become a national priority, promising to enhance the abilities of Thai citizens in the coming years. The ministry is crafting a strategic roadmap aimed at advancing digital infrastructure, modernizing educational curriculums, and training educators and students to adapt to swiftly evolving technologies.

Officials noted that the overarching plan seeks to cultivate a sustainable educational framework that supports innovation, advanced technologies, and future economic growth while ensuring that all Thai children have equal access to educational opportunities.
