Vietnam and India Solidify Their Strategic Relations

To Lam engaged in crucial dialogues with Narendra Modi in New Delhi on May 6, 2026, after a formal welcoming ceremony led by Indian President Droupadi Murmu and Prime Minister Modi at the Presidential Palace. This event was marked by high diplomatic honors reserved for heads of state, signifying a pivotal moment in the Vietnam-India relationship.

Prime Minister Modi greeted the Vietnamese delegation with warmth, congratulating To Lam on his recent election as President by Vietnam’s 16th National Assembly. Modi underscored the historic significance of the visit, coinciding with the 10th anniversary of their Comprehensive Strategic Partnership, established in 2016, and highlighted the flourish of friendship and collaboration across vital sectors.

President To Lam expressed gratitude for the hospitality displayed by Indian leaders and citizens. He conveyed that Vietnam regards India as a critical strategic partner, aiming to bolster their long-standing friendship and collaborative efforts. He commended India's rapid economic and technological advancement under Modi, recognizing India as a leading global economy and center of innovation.

The discussions covered achievements from the past decade in areas like defense, trade, tourism, technology, and cultural exchanges. Bilateral trade soared to over US$16.4 billion in 2025, and the frequency of direct flights between the nations has significantly increased, with nearly 90 regular connections available.

Both leaders pledged to enhance their bilateral relationship to an “Enhanced Comprehensive Strategic Partnership”, focusing on deepening cooperation in political, economic, technological, and defense fields. Shared values of independence, self-reliance, and respect for international laws were emphasized as the backbone of their relations and cooperation.

Defense and security collaborations emerged as core subjects of discussion. India reaffirmed its commitment to support Vietnam in areas such as defense training, maritime security, and cybersecurity, alongside fostering information sharing to promote regional stability.

Economic cooperation featured prominently in their discussions. Both countries set an ambitious goal to achieve US$25 billion in bilateral trade by 2030, focusing on balanced and sustainable growth. Vietnam appealed for relaxed trade regulations concerning product standards, while both nations agreed to stimulate large-scale investments in infrastructure, renewable energy, pharmaceuticals, and cutting-edge technologies.

Looking ahead, the leaders identified science, innovation, and digital transformation as vital avenues for future cooperation. They agreed to enhance collaboration in semiconductors, artificial intelligence, IT, healthcare, clean energy, and essential minerals, including plans for establishing joint innovation hubs and research collaborations between tech firms from both countries.

On regional and global issues, both parties reaffirmed their commitment to peace, stability, and freedom of navigation, adhering to international laws such as the 1982 United Nations Convention on the Law of the Sea. Post-discussions, several cooperation agreements spanning science, tourism, finance, cybersecurity, and health were signed. President To Lam extended an invitation to Prime Minister Modi to visit Vietnam soon, which Modi accepted.
